A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM MODIFYING THE RATES, RULES AND
REGULATIONS, WHICH DO NOT MATERIALLY INCREASE
RATE -RELATED REVENUES, FOR THE SALE AND
DISTRIBUTION OF ELECTRICITY AS ADOPTED BY
RESOLUTION NO. 71R-478 AND MOST RECENTLY
AMENDED BY RESOLUTION NO. 2023-022 AND
DETERMINING THAT SAID ACTIONS ARE EXEMPT FROM
THE CALIFORNIA ENVIRONMENTAL QUALITY ACT
(CEQA) PURSUANT TO PUBLIC RESOURCES CODE
SECTION 21080(B)(8) AND SECTIONS 15061(B)(3) AND
15273(A) OF TITLE 14 OF THE CALIFORNIA CODE OF
REGULATIONS.
WHEREAS, the City of Anaheim ("Anaheim") maintains an electric generation
and distribution system for the furnishing of electricity to residents and businesses of Anaheim
and has adopted the Electric Rates, Rules and Regulations for the sale and distribution of
electricity; and
WHEREAS, the Anaheim Municipal Code authorizes the City Council of Anaheim
("Anaheim City Council") to approve reasonable Electric Rates, Rules and Regulations for the
recovery of costs of electric services, which are provided by the Anaheim Public Utilities
Department ("APU"); and
WHEREAS, APU is a publicly owned utility that continuously seeks opportunities
to minimize administrative and fiscal burdens while remaining in a position to maintain service
reliability and high industry standards; and
WHEREAS, in support of the foregoing, APU staff reviewed and recommends (1)
the adoption of modifications to Schedule D, Schedule GS-1, Schedule GS-2, Schedule TOU,
Schedule TES, Schedule PA, Schedule LS, Schedule MS, Schedule TOU-2, Developmental
Schedule D-TOU-L, Developmental Schedule D-EV, and Developmental Schedule D-EV-2 of the
Electric Rates, Rules and Regulations, as set forth in Attachment A and (2) modifications to Rule
Nos. 26 and 29 of the Electric Rates, Rules and Regulations, as set forth in Attachment B; and
WHEREAS, on February 8, 2024, and February 15, 2024, notice of the public
hearing regarding modifications to the electric rate schedules of the Electric Rates, Rules and
Regulations was published in the Anaheim Bulletin, and proof thereof is on file with the Secretary
of the Public Utilities Board; and
WHEREAS, on February 12, 2024, and February 19, 2024, notice of the public
hearing regarding modifications to the electric rate schedules of the Electric Rates, Rules and
Regulations was published in the Orange County Register, and proof thereof is on file with the
Secretary of the Public Utilities Board; and
WHEREAS, the Public Utilities Board held a public hearing for the electric rate
schedule and rule modifications on February 28, 2024, and evidence was presented in support of
the modifications to the Electric Rates, Rules and Regulations; and
WHEREAS, the Public Utilities Board considered the proposals of APU and
considered the evidence presented at the public hearing; and
WHEREAS, the Public Utilities Board made the following findings with respect to
the need for the proposed rate modifications to the Electric Rates, Rules and Regulations:
1. Section 1221 of the City Charter provides that utility rates charged to a class
of customers shall be uniform within the class and shall be based on the cost of
service revenue requirement for the class.
2. Section 1221 of the City Charter requires that utility rates shall be sufficient
in order to allow the utility to pay for operations and maintenance of the system;
for payment of principal and interest on debt; for creation and maintenance of
financial reserves adequate to assure debt service on bonds outstanding; for capital
construction of new facilities and improvements of existing facilities, or
maintenance of a reserve fund for that purpose; and for payments to the general
fund of the City in the amounts set forth in the City Charter.
3. Section 1221 of the City Charter also provides that the Anaheim City
Council shall periodically review rates to insure that financial goals are being
accomplished.
4. Section 1221 of the City Charter provides that the Anaheim City Council
may establish and revise ratepayer discounts and other programs to assist residential
customers in the payment of their utility bills.
5. In setting rates, it is reasonable and appropriate to recognize the benefits
that APU customers will realize through having rates for domestic and non -
domestic customers remain competitive with other local providers.
6. The nature of some electric costs, such as power supply costs, has
transitioned from volatile short-term costs to long-term structural costs. The Power
Cost Adjustment ("PCA") and Environmental Mitigation Adjustment ("EMA"),
which are components of Schedule RSA, Rate Stabilization Adjustment, recover
electric costs that are subject to short-term volatility. In contrast, base rates recover
long-term structural costs. As APU's power supply and environmental mitigation
costs transition from short-term volatile costs to long-term structural costs, the
appropriate means for collecting such costs shifts from the PCA and EMA to base
rates.
7. It is reasonable and appropriate to make those modifications that are set
forth in Attachment A to better align APU's electric charges with its electric costs.

WHEREAS, it is reasonable and appropriate to (1) modify Rule No. 26, which
pertains to the energy discount program currently in place for income -qualified senior, long-term
disabled, and military veteran customers, to increase the discount on electric charges; and (2)
modify Rule No. 29, which pertains to the existing income -qualified discount program available
to residential customers without solar panels, to enable APU to automatically adjust the discount;
and
WHEREAS, the Public Utilities Board considered the requirements of the
California Environmental Quality Act (CEQA) and found that the proposed modifications to the
electric rate schedules and rules, as set forth in Attachment A and Attachment B, come within
Public Resources Code section 21080(b)(8) and Title 14 of the California Code of Regulations,
sections 15061(b)(3) and 15273(a). Thus, the modifications are exempt from CEQA; and
WHEREAS, based on the findings hereinabove made and the public hearing record,
the Public Utilities Board recommended that the Anaheim City Council determine that the
modifications to the Electric Rates, Rules and Regulations are exempt under CEQA, Public
Resources Code section 21080(b)(8) and Title 14 of the California Code of Regulations, sections
15061(b)(3) and 15273(a); and
WHEREAS, based on the findings hereinabove made and the public hearing record,
the Public Utilities Board recommended that the Anaheim City Council adopt the findings of the
Public Utilities Board with respect to the matters contained herein and adopt the modifications to
the Electric Rates, Rules and Regulations as set forth in Attachment A and Attachment B, which
are on file with the Office of the City Clerk; and
WHEREAS, the Anaheim City Council has considered the evidence and concurs
with the findings of the Public Utilities Board as set forth hereinabove.
NOW, THEREFORE BE IT RESOLVED by the Anaheim City Council as follows:
1. The findings set forth herein are hereby adopted by the Anaheim City
Council.
2. The Anaheim City Council hereby determines that, in accordance with
CEQA and the State CEQA Guidelines, the modifications to the electric rate schedules and rules
of the Electric Rates, Rules and Regulations, as set forth in Attachment A and Attachment B, are
exempt from CEQA pursuant to Public Resources Code section 21080(b)(8) and sections
15061(b)(3) and 15273(a) of Title 14 of the California Code of Regulations because it can be seen
with certainty that there is no possibility that the proposed modifications will have a significant
effect on the environment and the modifications are designed to recover costs and are
administrative in nature.
3. The Anaheim City Council hereby adopts the modifications to the Electric
Rates, Rules and Regulations, as set forth in Attachment A and Attachment B. These modifications
shall be effective May 1, 2024, and April 3, 2024, respectively.
4. The Anaheim Public Utilities General Manager is hereby authorized and
directed to prepare, promulgate, publish, and implement changes to the Electric Rates, Rules and
Regulations as set forth herein.
THE FOREGOING RESOLUTION is approved and adopted by the City Council
of the City of Anaheim this 26 day of March , 2024, by the following roll

1. Applicability. Lifeline service shall be made available only to Domestic Service billed on Schedule
Nos. DS, DSM, and DSMS.
2. Eligibility. All domestic Customers on Schedule Nos. DS, DSM, and DSMS are entitled to an
allowance of a lifeline service quantity of electricity, which is necessary to supply the minimum
energy needs of the average residential user:
a. For basic residential use; and
b. If qualified, for essential medical equipment used by a full-time resident of a residential
household.
3. Basic Residential Use. Each Domestic Service Customer will be allowed a lifeline service quantity
of electricity for lighting, cooking, and food refrigerating, which is specified as basic residential use.
The lifeline service quantity of electricity for basic residential use is set forth on the applicable Rate
Schedules and is to be billed at the rates designated.
4. Medical Equipment in Customer's Residence. Each eligible Domestic Service Customer may be
allowed an additional lifeline service quantity of electricity, upon application to the Utility where
such Customer provides certification that a full-time resident of the household regularly requires the
use of medical equipment, such as a respirator, iron lung, or kidney dialysis machine, or air
conditioning related to a medical condition.

5. Procedure for Certification
The Utility may require that:
a. The Customer have a medical doctor or osteopath licensed to practice medicine in the State
of California provide the Utility with a letter, acceptable to the Utility, describing the type
of regularly required medical equipment and the utilization requirements in detail; or
b. County, State, or Federal agencies, using an established notification letter to electric
utilities, provide the Utility with information relative to patients who regularly require the
use of medical equipment in the home.
Upon the above certification, the Utility shall estimate the monthly consumption of the particular medical
equipment, given the usual hours of operation per month, and within 30 days add the incremental estimated
monthly usage to the Customer's lifeline service quantity. The Utility may require a new or renewed
application and/or certification when needed, in the opinion of the Utility.
6. Verification. Not more than one lifeline service quantity will be allowed for each Single -Family
Dwelling or Accommodation on the Premises for each of the end uses set forth in Paragraphs 3 and
4 above. However, where there are multiple medical equipment devices at such Single -Family
Dwelling or Accommodation, all such certified medical equipment shall be totaled for one lifeline
service quantity. The number of Single -Family Accommodations on the Premises and the existence
of the specified end use medical equipment required to obtain certain lifeline service quantities of
electricity, as set forth on the applicable Rate Schedules, are subject to verification by the Utility.
In the event the Utility ascertains that the Customer is not eligible for such additional lifeline service
quantity, such Customer may be rebilled as if no such additional lifeline service quantity had been
allowed.
Termination of Use. Customers shall give the Utility notice of termination of use of medical
equipment set forth in Paragraph 4 above.
Billing. The Customer Charge and the energy charge shall be billed in the appropriate blocks at the
rates designated as applicable to lifeline service quantity up to the total of the applicable lifeline
service quantities as determined in accordance with Paragraphs 3 and 4 above. Usage in excess of
the total applicable lifeline service quantities shall be billed in the blocks continuing from the point
reached by the total of the applicable lifeline service quantities at the rates designated. In addition,
all kilowatt-hours sold shall be subject to the Rate Stabilization Adjustment.
B. Multi -Family Accommodations
Where all of the Single -Family Accommodations in an apartment house, court group, or similar Multi -family
Accommodations are on a single Meter, the Customer shall have the following options:
1. To be billed on General Service Schedules GS-1 or GS-2; or
2. To be billed on the applicable DSM or DSMS rate of this Rate Schedule.
C. Service voltage in accordance with the Rates, Rules and Regulations.
D. Rate Stabilization Adjustment
The rates above are subject to adjustment as provided in Schedule RSA. The applicable billing factor set
forth therein will be applied to all kilowatt-hours billed under this Rate Schedule.

characteristics indicate that the Maximum Demand may exceed 15 kW, or 2) the Customer requests a demand
rate.
E. No adjustment will be made for any temporary reduction in load. Any Customer who resumes service within
twelve (12) Months must pay all charges that would have been billed had service been continuous.
F. Rate Stabilization Adjustment
The rates above are subject to adjustment as provided for in Schedule RSA. The applicable billing factor

B. Billing Demand
Billing Demand will be measured at fifteen (15) minute intervals, by instruments supplied, owned, and
maintained by the City at the City's expense upon the Customer's Premises. The Billing Demand will be the
greater of. 1) the highest metered kilowatt input for the Billing Period; 2) 50% of the contracted for or
connected load; or 3) 50% of the highest Billing Demand in the preceding eleven (11) Billing Periods.
C. Power Factor Adjustment
The charges will be adjusted each Month for the Power Factor as follows:
The charges will be increased by thirty-one cents ($0.31) per kilovar of reactive demand. The kilovars of
reactive demand shall be calculated by multiplying the kilowatts of measured Maximum Demand by the ratio
of the kilovar-hours to kilowatt-hours.
D. Voltage Discount
The charges, excluding the Customer Charge, Power Factor and Rate Stabilization Adjustment, will be
reduced by three percent (3%) for service delivered at voltages from 2 kV to 10 kV and by six percent (G%)
for service delivered at voltages from 11 kV to 50 kV; Customer equipment and metering per Utility
standards. For service delivered at voltage levels above 50 kV, all charges will be assessed as set forth in the
Rate Schedule above.
E. Temporary Discontinuance of Service
Where the use of energy is seasonal or intermittent, no adjustment will be made for a temporary reduction of
load. Any Customer who resumes service within twelve (12) Months must pay all charges that would have
been billed had service been continuous.
F. Rate Stabilization Adjustment
The rates above are subject to adjustment as provided for in Schedule RSA. The applicable billing factor set
forth in Schedule RSA will be applied to all kilowatt-hours billed under this Rate Schedule.

APPLICABILITY
Applicable to three-phase electric service of Customers whose monthly Maximum Demand was 500 kW or greater
for any three (3) Months during the preceding twelve (12) Months or, if no prior billing history is available, whose
total connected lighting and equipment load is 750 kW or greater. Also applicable to Customers who meet eligibility
requirements prior to installation of load management and conservation measures included in the Utility's Demand
Side Management programs.
AVAILABILITY
A Customer desiring service under this Rate Schedule, or currently served under this Rate Schedule and desiring
service under a different Rate Schedule, shall notify the City in writing at least ninety (90) days in advance of the
Customer's intended change in Rate Schedule (unless Meter availability allows less notice) and will be restricted from
exercising the option to switch Rate Schedules more than once in any twelve (12) Month period.

The Demand Charge for non -time related Maximum Demand will be the greater of: 1) the highest metered
kilowatt input for the Billing Period; 2) 50% of the contracted for or connected load; or 3) 50% of the highest
Billing Demand in the preceding eleven (11) Billing Periods. Billing Demand for on -peak, mid -peak, and off-
peak time periods shall be the highest metered kilowatt input for the applicable Billing Period.

The charges will be increased by thirty-one cents ($0.31) per kilovar of reactive demand. The kilovars of reactive
demand shall be calculated by multiplying the kilowatts of measured Maximum Demand by the ratio of the
kilovar-hours to the kilowatt-hours.
E. Voltage Discount
The charges, excluding the Customer Charge, Power Factor and Rate Stabilization Adjustment, will be reduced
by three percent (3%) for service delivered at voltages from 2 kV to 10 kV and by six percent (6%) for service
delivered at voltages from 11 kV to 50 kV; Customer equipment and metering per Utility standards. For service
delivered at voltage levels above 50 kV, all charges will be assessed as set forth in the Rate Schedule above.
F. Temporary Discontinuance of Service
Where the use of energy is seasonal or intermittent, no adjustment will be made for a temporary reduction of load.
Any Customer who resumes service within twelve (12) Months must pay all charges that would have been billed
had service been continuous.
G. Rate Stabilization Adjustment
The rates above are subject to adjustment as provided for in Schedule RSA. The applicable billing factor set forth
therein will be applied to all kilowatt-hours billed under this Rate Schedule.
H. Applicable to this Rate Schedule only, should a Customer have multiple Meters on parcels that are adjacent,
contiguous, or similar to a campus -like configuration where public streets or alleys may pass through such parcels,
and totalized demand of 4 MW or greater for any three (3) consecutive Months, the Meters may be totalized for
billing purposes at the convenience of the Utility. Totalized billing shall include a single Customer Charge for all
Meters, totalized demand, which is the concurrent demand of all Meters, and totalized energy, which is the sum
of all energy measured for all Meters.
I. Applicable to this Rate Schedule only, if after twelve (12) Months of service the Customer would have preferred
service under Schedule GS-2, General Service, appropriate billing adjustments for the twelve (12) Month period
will be made, and the Customer will be returned to Schedule GS-2, General Service.

the Customer installs and utilizes thermal energy storage (TES) equipment for air conditioning. Customers must submit
an Application to the Utility and be approved for service under this Rate Schedule. For a Customer whose monthly
maximum demand is between 200 kW and 500 kW for a given Meter, the Customer must shift a minimum of twenty
percent (20%) of the monthly maximum on -peak demand for a given Meter to off-peak demand as a result of the
installation and utilization of TES equipment for air conditioning. If the Customer fails to shift twenty percent (20%)
of the monthly maximum on -peak demand for a given Meter and/or exceeds 500 kW for a given Meter for any three
(3) Months during the preceding twelve (12) Months, then the Customer will be ineligible for service under this Rate
Schedule, and the Customer's account for that Meter shall transfer immediately to the otherwise applicable Rate
Schedule based on commercial energy usage.

When, in the sole opinion of the Utility, it is impractical to provide single phase service under this Rate Schedule,
three-phase service will be provided.
D. Determination of Monthly Usage
The Customer must provide the Utility information from which the Utility can determine the level of kWh usage
to be consumed and/or the level of service to be provided, such as a TES unit nameplate rating and the number of
units to be installed. The Utility will place the Customer in the appropriate usage tier and charge the Customer the
maximum value of that tier. The Utility retains the right to perform on -site inspections to verify the energy
consumption of the TES unit(s).
E. Billing
A Customer's bill is calculated according to the rates and conditions listed in this Rate Schedule. The Customer is
responsible, subject to Utility audit, for reporting all additions or removals of TES units from the Customer's
facilities.

C. Rate Stabilization Adjustment

C. Billing Demand
Billing Demand will be measured at fifteen (15) minute intervals, by instruments supplied, owned, and maintained
by the City at the City's expense upon the Customer's Premises. Separate Billing Demands shall be determined
for the Maximum Demand, and for the on -peak, mid -peak, and off-peak time periods.
The Demand Charge for non -time related Maximum Demand will be the greater of. 1) the highest metered
kilowatt input for the Billing Period; 2) 50% of the contracted for or connected load; or 3) 50% of the highest
Billing Demand in the preceding eleven (11) Billing Periods. Billing Demand for on -peak, mid -peak, and off-
peak time periods shall be the highest metered kilowatt input for the applicable Billing Period.
D. Power Factor Adjustment
The charges will be adjusted each Month for the Power Factor as follows:
The charges will be increased by thirty-one cents ($0.31) per kilovar of reactive demand. The kilovars of
reactive demand shall be calculated by multiplying the kilowatts of measured Maximum Demand by the ratio of
the kilovar-hours to the kilowatt-hours.

The charges, excluding the Customer Charge, Power Factor and Rate Stabilization Adjustment, will be reduced
by three percent (3%) for service delivered at voltages from 2 kV to 10 kV and by six percent (6%) for service
delivered at voltages from 11 kV to 50 kV; Customer equipment and metering shall be per Utility standards. For
service delivered at voltage levels above 50 kV, all charges will be assessed as set forth in this developmental
Rate Schedule.
F. Temporary Discontinuance of Service
Where the use of energy is seasonal or intermittent, no adjustment will be made for a temporary reduction of load.
Any Customer who resumes service within twelve (12) Months must pay all charges that would have been billed
had service been continuous.
G. Rate Stabilization Adjustment
The rates above are subject to adjustment as provided for in Schedule RSA. The applicable billing factor set forth
in Schedule RSA will be applied to all kilowatt-hours billed under this developmental Rate Schedule.
H. Applicable to this Rate Schedule only, if after twelve (12) Months of service the Customer would have preferred
service under another applicable Rate Schedule, appropriate billing adjustments for the twelve-(12) Month period
will be made and the Customer will be returned to the other applicable Rate Schedule.
I. General Manager
As with all developmental Rate Schedules, the General Manager, at their sole discretion, may implement, modify,
restrict, or close this developmental Rate Schedule upon notification and approval of City Council. This
developmental Rate Schedule shall be implemented per Rule No. 12.
J. Failure of Demand Shifting Equipment
Should a Customer's demand shifting equipment (such as Thermal Energy Storage equipment or other type of
equipment) fail for thirty (30) continuous days, the Customer will be eligible for appropriate demand charge
billing adjustments if the Customer (1) repairs or replaces the demand shifting equipment and (2) provides
satisfactory proof of the repair or replacement to the General Manager within sixty (60) days of the equipment's
initial failure. The demand charge billing adjustments will reflect as if the demand shifting equipment had been
continuously operational. If the General Manager does not receive satisfactory proof within the sixty-day time
frame, the Customer will be charged the rates included in this developmental Rate Schedule without any billing
adjustments. The Customer may choose another applicable Rate Schedule for future service, but may not return
to this developmental Rate Schedule within a twelve (12) Month period.
K. Totalized Metering and Billing
Should the Customer have multiple Meters for a single Premises, the Meters may be totalized for billing purposes
at the convenience of the Utility. Totalized billing shall include a single Customer Charge for all Meters, totalized
demand, which is the concurrent demand of all Meters, and totalized energy, which is the sum of all energy
measured for all Meters.

A Customer receiving service under this developmental Rate Schedule may elect to change to another applicable
Rate Schedule but only after receiving service under this developmental Rate Schedule for at least twelve (12)
consecutive months. If a Customer elects to discontinue service under this developmental Rate Schedule, the
Customer shall not be permitted to return to this developmental Rate Schedule for a period of twelve (12)
consecutive months from the discontinued service date.
E. Interconnection
Customers taking service under this developmental Rate Schedule shall have electrical interconnections only
upon approval by the Utility for billing purposes, and by the City Planning Department for building code
compliance. The electrical interconnection shall be configured in order to prevent or protect against adverse
conditions on the Utility's system that may cause harm to persons, equipment damage, electric service
degradation, or result in metering errors. Unauthorized interconnections beyond the Utility's Point of Delivery
between electrical loads eligible for service under this Rate Schedule and any other electrical loads are prohibited.
F. Rate Stabilization Adjustment
The rates above are subject to adjustment as provided for in Schedule RSA. The applicable billing factor set forth
therein will be applied to all on -peak kilowatt-hours billed under this developmental Rate Schedule and will not
be applied to off-peak kilowatt-hours.

ENERGY BILL ASSISTANCE FOR INCOME- UALIFIED CUSTOMERS

The Utility offers low-income services and rate discounts consistent with State law and authorized by the City of
Anaheim Charter. This Rule provides information regarding energy bill assistance for income -qualified Customers.
A. ENERGY DISCOUNT FOR INCOME -QUALIFIED SENIOR, LONG-TERM DISABLED, OR
MILITARY VETERAN CUSTOMERS
The Income -Qualified Senior/Long-term Disabled/Military Veteran Energy Discount Program provides a
12% discount on residential electric charges for income -qualified senior, long-term disabled, and military
veteran Customers, as set forth in Sections A.1 and A.4. This Program remains in effect until terminated by
the City Council.
1. Qualifications
To receive the assistance as an income -qualified senior Customer, the following guidelines must be
met:
a. Have an annual household income level of 80% or less of the Orange County median, according
to the annual Housing and Urban Development Section 8 income guidelines.
b. Be at least 62 years of age as demonstrated by submitting a copy of State -issued identification.
c. Be a residential Customer of record or Sub -metered master -metered Customer.
To receive the assistance as an income -qualified long-term disabled Customer, the following
guidelines must be met:
a. Have an annual household income level of 80% or less of the Orange County median, according
to the annual Housing and Urban Development Section 8 income guidelines.
b. Submit to the Utility Social Security Supplement to Income (SSI) documentation or a letter
from a licensed physician.
c. Be a residential Customer of record or Sub -metered master -metered Customer.
To receive the assistance as an income -qualified military veteran Customer, the following guidelines
must be met:
a. Have an annual household income level of 80% or less of the Orange County median, according
to the annual Housing and Urban Development Section 8 income guidelines.
b. Submit to the Utility identification establishing military service such as a copy of a
DD-214, Veteran Health Identification Card (VHIC), or Common Access Card (CAC).
c. Be a residential Customer of record or Sub -metered master -metered Customer.
2. Adjustment of Electric Bills
Income -qualified senior, long-term disabled, and military veteran residential electric Customers will
receive a twelve percent (12%) discount applied to the electric charges on their bills. For the purpose
of this Rule, these electric charges include the Customer Charge and energy charges. The discount
shall appear as a line item on the Customer bill. The discount shall be calculated separately for each
Customer individually metered by the Utility, based upon the electric charges.
Master -metered Customers who provide electric Sub -metering to qualified tenants are also eligible
for the electric discount. The master -metered Customer shall be issued a flat discount amount equal
to $15 per month. This will be multiplied by the number of income -qualified senior, long-term
disabled, and military veteran tenants who are Sub -metered to the master meter.

3. Termination of Billing Discount
Once instituted, the discount shall remain in effect until any one of the following occurs:
1. The annual household income of the income -qualifying senior, long-term disabled, or military
veteran person exceeds 80% of the Orange County median, according to the annual Housing
and Urban Development Section 8 income guidelines.
2. For individually metered accounts, the income -qualifying senior, long-term disabled, or
military veteran person is no longer named on the Customer account.
3. For master -metered accounts, the income -qualifying senior, long-term disabled, or military
veteran person is no longer named as the tenant.
4. The Customer is found responsible for tampering with or theft of Utility service or
infrastructure.
4. Program funds are exhausted.
5. The Income -Qualified Senior/Long-term Disabled/Military Veteran Energy Discount Program
is terminated by the City Council.
4. Billing Discount
1. Income -qualified senior, long-term disabled, and military veteran Customers who are
individually metered by the Utility will receive a twelve percent (12%) discount applied to the
electric charges on their bills, including the Customer Charge and energy charges, as shown in
the following formula:
(Customer Charge + energy charges) X .12 = Electric Discount
2. Master -Metered Customers
a. Master -metered Customers that provide electric Sub -metering and issue electric bills to
their tenants shall be issued a flat monthly discount for their income -qualifying senior,
long-term disabled, and military veteran tenants using the following formula:
Number of income -qualified senior, long-term disabled, and military veteran tenants X $15
= Electric Discount
The master -metered Customer shall pass this savings directly on to the income -qualified
senior, long-term disabled, and military veteran tenants.
b. The master -metered Customer shall maintain records of proof of payment of Customer
credits to qualified tenants. The records of proof of payment of Customer credits to
qualified tenants are subject to periodic review and audit by the Utility. Credits that are
misappropriated are subject to recapture on the master -metered Customer bill by the
Utility.

Emergency Electric Utility bill payment assistance program offered by the Utility to income -qualified
residents, subject to available funding. Customer service representatives will provide information regarding
emergency Electric Utility bill payment assistance, including the application process. Customers approved
for emergency Electric Utility bill payment assistance receive assistance in the form of a bill credit applied
to the electric charges portion of the bills.
C. COMMUNITY SOLAR DISCOUNT PROGRAM
The Community Solar Discount Program provides income -qualified residential Customers access to solar
energy derived from local Utility -owned solar facilities at a discounted rate. The discount is reflected as a
credit on the Customer's Electric Utility bill. Details of the Community Solar Discount Program, including
eligibility requirements, are outlined in Electric Rule No. 29.
D. THIRD PARTY FINANCIAL ASSISTANCE
Customers who are experiencing financial difficulty may qualify for Electric Utility bill payment assistance
from a third -party local, state, or federal agency. The Utility is not directly affiliated with these agencies but
provides a list of such agencies on its website. Assistance from these agencies is subject to Customers'
meeting the agencies' eligibility requirements and is dependent upon available funding. Payments received
by the Utility from such agencies, on behalf of the Customer, shall be applied to the electric charges portion
of the Customer's Utility bill.

COMMUNITY SOLAR DISCOUNT PROGRAM

The Community Solar Discount Program ("Program") provides income -qualified residential Customers access to
a limited amount of solar energy derived from local Utility -owned solar facilities, including systems located on
public school sites. The Program is designed to extend the benefits of solar energy to Customers who may not
otherwise have access to solar energy due to financial circumstances. This Rule sets forth the terms and conditions
under which Customers may participate in the Program.
B. TERMS OF PROGRAM
1. Participation in the Program is voluntary and available to income -qualified residential Customers.
Customers must apply for the Program by submitting a completed application. Program participation shall
be granted on a first -come first -served basis, based on the date that a completed application is received by
the Utility, contingent upon meeting the qualification criteria outlined below.
2. The number of Customers who may participate in the Program at any given time shall be limited to the
expected energy output of local Utility -owned solar facilities divided by the amount of energy allocated per
Program participant per month. Due to the variability of the amount of solar energy available from such
facilities, the General Manager may impose Program participation limits, including limiting the period a
Customer may participate in the Program ("Participation Period"). In the event a Participation Period is
established, Customers will automatically be taken off the Program at the end of the Participation Period;
however, Customers may reapply for the Program to participate for another Participation Period, subject to
any limitations imposed by the General Manager.
3. To qualify for participation in the Program, Customers must meet all of the following requirements:
i) Not exceed the Utility's established annual household income levels for the Program;
ii) Be a residential electric Customer of record or Sub -Metered, master -Metered Customer;
iii) Not be responsible for tampering with or theft of Utility service or infrastructure;
iv) Not be concurrently receiving an energy discount for income -qualified seniors, long-term disabled, or
military veterans; and
v) Submit a complete Program application.
C. BILLING
Participating Customers shall receive an energy discount as determined by the Utility which shall be calculated
based on the energy output of local Utility -owned solar facilities and Customer participation. This discount shall
appear as a separate line item on the Customer's bill. The discount amount shall be reflected on the application
posted on the Utility's website.
Participating master -Metered Customers who provide electric Sub -metering for qualified tenants shall receive the
energy discount multiplied by the number of qualified tenants who are Sub -metered to the master Meter and
participating in the Program. A qualified tenant shall be any person who meets the requirements of B.3(i)-(iv) of
this Rule. The master -Metered Customer shall pass the discount directly to the aualified tenants. The master -
Metered Customer shall maintain records for a period of five (5) years as proof of the Customer's payment or a
billing credit allocation to the qualified tenants. The master -Metered Customer's Program -related records are
subject to periodic review and audit by the Utility. Payment or billing credit allocations that are not disbursed to
Sub -metered tenants as required herein are subject to recapture by the Utility.
