59R-5258 - RESOLUTION NO. 5258 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM URGING THE ORANGE COUNTY REPRE- SENTATIVES IN THE LEGISLATURE TO OPPOSE THE ENACTMENT OF ASSEMBLY BILL 919. WHEREAS, the City Council do~s find that there is pending in the California Legislature Assembly Bill 919 pro- viding for the creation of Metropolitan Fire Protection Authori- ties; and WHEREAS, said Assembly Bill 919 vests unlimited taxing power in the Board of Supervisors and authorizes the imposition of higher taxes on property within cities than on property outside of cities without the right of effective protest on the part of the cities affected, and authorizes a metropolitan fire protection authority to impose preperty taxes completely without limitation as to rate; and that it authorizes a higher tax rate on all property within incorporated areas than on property outside of cities, and authorizes a reduction of tax rates within unincorpo- rated areas where the reduction is limited to .05 per hundred with no comparable limitation on increased tax rates within in- corporated areas; and WHEREAS, said Assembly Bill 919 authorizes the creation of a multiplicity of tax zones both within and without cities for the levy of special benefit taxes on property within such zones, and that no effective method is provided for protesting by vote or assessed valuation of property in such zone the establishment thereof; and WHEREAS, the City Council does find that the enactment of Assembly Bill 919 should be opposed and that the representatives from Orange County in the State Legislature should be urged to oppose the enactment of said Assembly Bill; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim that the representatives from Orange County in the State Legislature, be, and they are hereby, urged to oppose the enactment of Assembly Bill 919, authorizing the creation of Metropolitan Fire Protection Authorities. BE IT FURTHER RESOLVED that the City Clerk be, and she is hereby, authorized and directed to prepare certified copies of this Resolution and forward them to the Honorable John A. Murdy, Jr., State Senator, and to the Honorables Richard T. Hanna and Bruce Sumner, State Assemblymen from Orange County.
