AlISembly Bill 286 has been introduced into the Calif- ornia Legislature, which authorizes the Board of Supervisors of a county wherein a body of water owned by a governmental agency is located to request that the water and surrounding area be opened to fishing and other recreation, and fur- ther providing that the owning governmental agency upon a determination that such uses will not affect purity, either open the water and surrounding area, or submit the matter to a vote of its constituents. and open the water aDd sur- rounding area if a majority of the voters approye; aDd WHEREAS, the City Council finds that Lake Mathews is the ter- minus of the Colorado River Aqueduct, and that all water imported by means of the aqueduct from the metropolitan reservoirs and intake and lake at Parker passes thrOUCh this reservoir except that which is used in San Diego County, in the Eastern Municipal Water District area of Riverside County. and in the Elsinore portion of Western MUnicipal Water District of Riverside County, That all water leaving the reservoir is transported to the users and municipalities in the Los Angeles Basin through feeders; that the upper feeder extends northerly to the vicinity of Fontana. and westerly to the softening and filtration plant at La Yerne. and after being softened and filtered it is distributed thrOUCh feeders to the users in Southern California; and WHEREAS, the City Council does further find that if Lake Mathews were opened for fishing aDd other recreational purposes, that the regulations of the State Department of Public Health would require the filtration as well as the chlorination of all water from the reservoir that is used for domestic purposes, and that therefore either all of the water in Lake Mathews would have to be chlorinated. and filtered at a central plant as it leaves the lake, or water for domestic purposes diverted from the upper feeder between Lake Mathews and the La Verne plant and from the lower feeder between Lake Mathews and the Yorba Linda plant would have to be chlorinated and filtered in the individual plants located at various service connections along the two feeders, and the said Council does find and determine that the opening of this lake to fishing and other recreational purposes would be highly detrimental to the health and safety of the people of the City of Anaheim and other Southern California cities and municipalities, and that the construction of chlorination and filter stations to filter and chlorinate the water. and the pI1rchase of chlorine or other sub- stances for that purpose, would be extremely expensive and would im~ose a great tax burden upon the people of Southern California and the residents of the Metro- politan Water District. - NOW, THmREPORE, BE IT RlCSOLVED by the City Council of the City of Anaheim that the enactment of Assembly Bill 286 be opposed for the above and foregoing reasons, and particularly because of the hazard to the public health and safety and the increase in taxes, and that the representatives of Orange County in the California Legislature be urged to oppose the enactment of this bill, and any similar lech1ation that may be offered for enactment.
