RESOLUTION NO. 4738 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM APPROVING .AM) AlJTHOlUZING THE EXE- CUTION OF AN AGREEMENT WITH BECHTEL CORPO- RATION FOR ENGINEERING SERVICES IN MAKING AN ELECTRICAL SURVEY OF THE PUBLIC UTILITIES SYSTEM OF THE CITY AND RECOMMENDATIONS FOR THE EXPANS ION OR IMPROVEMENT THEREOF. WHEREAS, the City Council finds that the City of Anaheim is rapidly expanding in area and increasing in population, and that there is an ever increasing demand for electrical energy, light and power for domestic, commercial and industrial purposes; and WHEREAS, the growing demand for electrical energy and the anticipated future demands, therefore, will tax the facilities of the electrical distribution system of the City to adequately supply such demands; and WHEREAS, it is necessary to conduct a survey to deter- mine the requirements for present and future equipment instal- lation and facilities to adequately and efficiently furnish electric energy, light and power to the consumers in the City, now and in the future; to determine the best and most efficient methods for expanding the present electrical system of the City in order to achieve the most efficient operation thereof; to review and analyze the historical records of the energy demands and kilowatt-hour usage of the present system; to estimate the energy demands of all customers within the present corporate limits of the City; to determine the effect of these loads upon the electrical distri- bution $ystem; to study present zoning and future civic planning in relation to possible future load requirements of undeveloped areas; and to make a study of the future possible load require- ments of pending and future annexations to the City; and WHEREAS, the City Council finds that Bechtel Corporation, Consulting Engineers, having its office at 4620 Seville Avenue, Vernon, California, is qualified and capable of making such studies and surveys and furnishing the engineering services herein- after more specifically set forth. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim that Bechtel Corporation, Consulting Engineers, 4620 SeVille Avenue, Vernon, California, be, and it is hereby, employed by the City of Anaheim to perform and render the follow- ing engineering and other services: 1. DETERMINATION OF THE ELECTRICAL ENERGY REQUIREMENTS PRESENT AND FUTURE. -- (a) To review and analyze the historical records of the energy demands and kilowatt-hour usage of the City's system to determine the annual rates of increase as a guide to evaluating and forecasting the future load requirements of the present system. (b) To estimate the energy demands of all customers within the present corporate limits of the City not now served by the City of Anaheim to deter- mine the effect these loads would have on the -1- City's electric distributing system if inte- ,~ grated therein. This evaluation will be based upon information to be furnished by the City as to when these customers are to be integrated into the City's system. (c) To make a study of present zoning and future civic planning, and a study to determine the possible future load requirements of the un- developed areas within the corporate limits of the City, and the effect these loads would have on the future load growth pattern of the City's system. (d) To make a study of the future POSSible load requirements of pending annexations to the City, and of prospective and future annexed areas as may be designated by the City. This study will consider the influence these loads would have on the actual load growth pattern of the City's system, and will be based on zoning and planning information to be furnished by the City. (e) From the above data and information, Engineer will develop necessary tabulations, charts, and graphs to clearly indicate the historical and future demands and energy requirements to provide a basis for planning the orderly and progressive development of the distribution and transmission system for the future popu- lation of 140,000 which it is estimated will be reached by 1965. 2. ANALYSIS OF THE EXISTING ELECTRIC SYSTEM. Engineer will make load and voltage studies to deter- mine the capability of the present 12 kv distri- bution system to serve the existing loads and will submit recommendations for possible improvements to the system. In the interest of economy and safety, the City will furnish personnel and the necessary recording and indicating instrunlents required to perform the load and voltage tests required for these studies. 3. PROGRAIVI FOR THE FUTURE DEVELOPJIIJENT OF THE ELECTRIC ~YSTEM. On the basis of the above load studies, Engineer will develop a plan for the orderly and progressive expansion of the Cityts electric system to economi- cally supply the present and future demands and energy usage of the City's customers. This will include: .~ (a) Recommendations on the practicability of ex- panding the existing substation facilities. (b) Studies and recommendations for additional sub- station facilities, approximate locations and -2- - sizes; probable required dates as based on ,-- future load growth, together with estimated costs of such facilities at the time they will be required. (c) Study and recommendations for the transmission system to serve the present and future load requirements of the City, together with the capacity, voltage, and approximate location of 1 ines; with estimated costs and probable re- quired dates, based on future load growth as above. (d) Economic study for the delivery of energy from the Southern California Edison Company system considering such factors as service voltage, number of lines, metering and service points. (e) Study of the 12 kv distribution system with recommendations for changes and additions as may be required to serve the future load growth of the City's customers for the future population of 140,000, as estimated will be reached by 1965. (f) No study is to be made by Engineer on the present 2L~oo or 4160 volt distribution systems, as it is understood that the 2400 volt system is now being cut over in its entirety to 4160 volts and when completed will be adequate. 4. DATA TO BE FURNISHED BY THE CITY OF ANAHEIM. The City will furnish without cost to Bechtel Corpo- ration the following: (a) All maps of the present and future corporate limits of the City of Anaheim to be considered in this study. (b) Zoning maps present and proposed by the City of Anaheim to be considered in this study. (c) All maps showing the location, conductor sizes, and installed transformer capacity of the present 12 kv distribution system. (d) The locations, numbers of customers and their service classifications within the corporate limits of the Ci ty but not now served by the City. (e) Any other available information pertinent to these studies shall also be furnished by the City. ~.,,-,.., BE IT FURTHER RESOLVED that said Engineer shall receive as full compensation for the engineering services and work herein speCified, the following amounts: 1. Said Engineer shall be reimbursed for all reasonable and necessary costs incurred in the proper perform- ance of the work as set forth below and, in addition, -3- - .-. shall be paid a fee equal to fifteen (15) per cent of such costs to cover general corporate overhead and profit. Reimbursable costs shall include the following: (a) Salaries and wages of all personnel, while directly engaged in the performance of the work; pro rata allowances for sick leave, vacation and holiday pay for such personnel; all taxes and insurance premiums measured by, or applicable to, such salaries and wages, such as, but not limited to, Social Security, Unemployment Insurance, Workmen's Compensation Insurance, Public Liability and, Property Damage insurance customarily carried by said Engineer. (b) For indirect administrative, accounting, and other office costs, said Engineer shall be paid an amount equal to seventy-five (75) per cent of the costs described in paragraph (a). (c) Actual expenditures for travel, long distance communications, consultants, engineering materials and supplies, and any other direct expenses required for the proper performance of the work. (d) The total cost to the City for the performance by said Engineer of all work set forth herein is estimated to be $13,500. In no event shall the total cost to the City exceed the sum of $15,000. 2. MANNER AND TIMES OF PAYMENT. On or as soon as practicable after the first day of each calendar month, Engineer will prepare and submit to the City an invoice covering the costs, as above defined, incurred during the preceding calendar month. Such invoice will also include the fee applicable to such costs. The balance shown to be due shall be paid to said Engineer within twenty days after submission of such invoice. BE IT FURTHER RESOLVED that the work herein provided to be done and the engineering services to be rendered shall be per- formed and completed within four (4) months from the date of execution of the Agreement herein authorized to be made and entered into with said Engineer. .-- THE FOREGOING RESOLUTION is approved and signed by me this 2nd day of September, 1958.
