4428ORDINANCE NO. 4428 AN ORDINANCE OF THE CITY OF A14AHEIM REPEALING TITLE 14, CHAPTER 14.32, SECTION 14.32.350 OF THE ANAHEIM MUNICIPAL CODE AND ADDING A NEW TITLE 14, CHAPTER 14.32, SECTION 14.32.350 RELATING TO NO PARKING - TOW AWAY ZONE AND DECLARING THE URGENCY THEREOF AND THAT THIS ORDINANCE SHALL TAKE IMMEDIATE EFFECT. THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES ORDAIN AS FOLLOWS: SECTION 1. That Title 14, Chapter 14.32, Section 14.32.350 of the Anaheim Municipal Code be, and the same is hereby, repealed. SECTION 2. That Title 14, Chapter 14.32, Section 14.32.350 be, and the same is hereby, added to the Anaheim Municipal Code to read as follows: "14.32.350 NO PARKING - TOW AWAY ZONE It is unlawful to park or leave standing any vehicle on any public street in the City of Anaheim at such times as said streets have been posted with "NO PARKING - TOW AWAY ZONE" signs. The Chief of Police is authorized to post and maintain said signs on any public street at such times as are necessary to preserve the public peace or safety or maintain traffic flow and control as a consequence of any celebration, parade, special event, construction work, or other activity, if in the opinion of the Chief of Police such action is necessary for the safety or protection of persons or property. Any peace officer or regularly employed and salaried employee who is engaged in directing traffic or enforcing parking laws and regulations of the City of Anaheim is hereby authorized to cause the removal of any vehicle parked or left standing in violation of this Section to the nearest public garage for storage. This Section of the Anaheim Municipal Code is enacted pursuant to the authority granted by Section 22651(n) Vehicle Code of the State of California." SECTION 3. DECLARATION OF EMERGENCY The City Council hereby declares that this ordinance is necessary as an emergency measure for the immediate preserva- tion of the public peace, health or safety. Preparations for the National Computer Convention have commenced May 9, 1983 which is estimated will draw close to 150,000 patrons, plus -1- approximately 20,000 people at Disneyland, resulting in a condition that will severely restrict normal traffic flow and disrupt local business and residential activity unless this ordinance is adopted and takes immediate effect. Therefore, this ordinance is necessary as an emergency measure for the immediate preservation of the public peace, health or safety and shall take effect immediately upon its adoption. SECTION 4. The City Clerk shall certify to the passage of this ordinance and shall cause the same to be printed once within fifteen (15) days after its adoption in the Anaheim Bulletin, a newspaper of general circulation, printed, published and circulated in said City, and it shall take effect and be in full force immediately upon the date of adoption.
