3591ORDINANCE NO. 3591 AN ORDINANCE OF THE CITY OF ANAHEIM ADDING SECTIONS 1.04.700, 1.04.710, 1.04.7201 - 1.04.730 and 1.04.740 TO THE ANAHEIM MUNI- CIPAL CODE. WHEREAS, Section 900 of the City Charter of the City of Anaheim permits the City Council to establish such advisory boards and commissions as the City Council may determine to be necessary; and WHEREAS, there is a need for an advisory commission to advise the City Council on programs and public actions which may be necessary to implement or modify various existing and proposed social programs; and WHEREAS, an advisory commission is needed to advise the City Council regarding the coordination of said social programs. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ANAHEIM AS FOLLOWS: SECTION 1. That the following Sections are hereby added to the Anaheim Municipal Code to read as follows: "1.04.700 to Section 900 advisory body Board. 1.04.710 COM14UNITY SERVICES BOARD There is hereby established, pursuant of the Charter of the City of Anaheim, an which shall be called the Community Services COMMUNITY SERVICES BOARD l-IE14BERSHIP AND TERMS .010 The Community Services Board shall consist of fifteen (15) members, none of whom shall hold any paid office or employment in the City government. .020 The members of the Community Services Board shall be appointed by the City Council from the qualified electors of the City and shall be subject to removal by motion of the City Council adopted by the af- firmative votes of a majority of the total membership thereof. .030 Each member of the Community Services Board shall serve for a term of four (4) years and until their respective successors are appointed and qualified; provided, however, that the terms of the Commission members first appointed shall expire as designated by the City Council at the time of their appointments as follows: -1- Three on the 30th day of June of the first year following appointment; four on the 30th day of June of the second year following appointment; and four on the 30th day of June of the third year following appointment. .040 A vacancy occurring before the expira- tion of a term of a Commission member shall be filled by appointment by the City Council for the remainder of the term. 1.04.720 ORGANIZATION AND MEETINGS .010 The Community Services Board shall, as soon as practicable after its organization, and thereafter, elect a chairman in accordance with Section 904, which chair- man shall preside at meetings of the Community Services Board and shall serve at the pleasure of the Community Services Board. .020 Meetings of the Community Services Board shall be conducted in accordance with Section 904 of the Charter of the City of Anaheim; provided, however, that the Community Services Board shall meet at least four times dur- ing each calendar year. .030 A majority of the members of the Community Services Board shall constitute a quorum. The Community Ser- vices Board may take action only upon the affirmative note of a majority of the quorum. 1.04.730 POWERS AND DUTIES The Community Services Board is an advis- ory body and, as such, shall have the power and duty to: .010 Advise the City Council of the social service needs of the citizens of the City of Anaheim. .020 Hold public meetings to receive input regarding social services from citizens and from other govern- mental and private nonprofit organizations providing social services within the City of Anaheim. .030 Recommend methods to coordinate social service programs provided by the City, other governmental agencies, and private nonprofit organizations. .040 Recommend methods to match social service needs and the available social service resources. .050 Recommend methods to avoid duplication and waste of the social services provided by the City, other governmental agencies, and private nonprofit organizations. .060 Hold public meetings and public hearings as required for state and federal programs. .070 Perform such additional functions as may, by resolution, be required from time to time by the City Council. -2- 1.04.740 shall serve subsistence duties. EYPENSE ALLOWANCES - COM1,4UNITY SERVICES BOARD MEMBERS Members of the Community Services Board at no salary but may be reimbursed for travel and expenses incurred in the performance of their Each member may be allowed a sum of not to exceed fifty dollars ($50.00) per Community Services Board meeting attended by the member. The City Council may, by resolution, determine what sum, if any, is to be allowed pur- suant to this paragraph. The allowance authorized by such a resolution need not be accounted for by the recipient but no other expenses shall be allowed except upon specific authori- zation therefor by the City Council." SECTION 2. SEVERABILITY. The City Council of the City of Anaheim hereby declares that should any section, paragraph, sentence or word of this chap- ter of the Code, hereby adopted, be declared for any reason to be invalid, it is the intent of the Council that it would have passed all other portions of this chapter independent of the elimination herefrom of any such portion as may be declared invalid. SECTION 3. The City Clerk shall certify to the passage of this or- dinance and shall cause the same to be printed once within fifteen (15) days after its adoption in the Anaheim Bulletin, a newspaper of general circulation, printed, published and circulated in said City, and thirty (30) days from and after its final passage, it shall take effect and be in full force.
