99-176RESOLUTION NO. 99R- ~76 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM AUTHORIZING THE ACTING CHIEF OF POLICE TO SUBMIT AN ELECTRONIC GRANT APPLICATION ON BEHALF OF THE CITY OF ANAHEIM TO THE U.S. DEPARTMENT OF JUSTICE, BUREAU OF JUSTICE ASSISTANCE, FOR THE FY '99 LOCAL LAW ENFORCEMENT BLOCK GRANTS PROGRAM WHEREAS, the City of Anaheim wishes to purchase equipment, hardware and labor to improve communications between the station and the patrol units and introduce the capability of paperless field report writing; and purchase/upgrade other police department equipment as grant funding is available; and WHEREAS, the Local Law Enforcement Block Grants Program makes funds available for the purchase of equipment, technology and other materials directly related to basic law enforcement functions; and WHEREAS, the City of Anaheim wishes to apply for Block Grant funds for the purpose of procuring equipment, technology and other material described above. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim as follows: The Acting Chief of Police of the City of Anaheim is hereby authorized, on behalf of the City of Anaheim, to submit an electronic grant appli- cation for Block Grant Funds in the amount of $615,181 to the United States Department of Justice, Bureau of Justice Assistance, and to execute on behalf of the City of Anaheim all required grant documents, including any extensions and amendments thereof. The City of Anaheim agrees to provide matching funds in the amount of ten percent (10%) of the overall costs of the technology, or $68,285. The grant funds received hereunder shah be used for the purchase of mobile data computers, data radios, software, hardware and labor to improve communications between the station and the patrol units, and to introduce the capability of paperless field reportwriting, and for the purchase/upgrade of other police department equipment as grant funds are available, and shah be used to supplement, and not to supplant, local funding. POLICE TECHNOLOGY NEEDS Additional Equipment Needed For The MDC Project Six (6) Mobile Data Computers, related hardware/software, and installation for the six additional Patrol Units added since the MDC Project Began. Approx. Cost $ 90,000 Five (5) Mobile Data Computers (Screen, CPU, Keyboard &Modem) uninstalled for spares. Approx. Cost $ 55,000 Additional Report Writing Room Equipment for PCIMC Cards consisting of: (8) (s) (8) (8) (3) Desktop PC's @ $1,564/ea. MS Office Pro 97 Licenses ~ $252/ea. PC Card Readers @ $83/ea. Cardware Software ~ $70/ea. HP 4050 Laser Printer @ $1,400 Approx. Cost $ 19,952 , , 9. 10. Other Departmental Needs Audio/visual equipment upgrades for the Police Department Auditorium Approx. Cost $ 60,000 Computer Voice Stress Analyzers Approx. Cost $ 9,000 On-Board Navigation Capability (digital maps) Automated Vehicle Location (AVL) Traffic Signal System Communications (i.e., signal preemption) Video cameras for marked police units Technology Upgrades/programmers to design software for scheduling, statistics maintenance, and personal employee information. 11.
