78-139RESOLUTION N0, 78R- I39 A RESOLUTION OF THE CLTY COUNCIL OF THE CLTY OF ANAHEIM FINDING AND DETERMINING. CERTAIN PUBLIC IMPROVEMENTS TO BE OF BENEFIT TO THE REDEVELOPMENT PROJECT ALPHA PROJECT AREA; DETERMINING THAT NO OTHER. REASONABLE MEANS OF FINANCING SUCH. PUBLIC IMPROVEMENTS ARE AVAILABLE; AND CONSENTING TO THE PAYMENT. BY THE. ANAHEIM REDEVELOPMENT. AGENCY. TO THE. CITY OF PART OF THE COST OF SAID PUBLIC IMPROVEMENTS. WHEREAS, the City of Anaheim has heretofore adopted a .Redevelopment Plan for the Redevelopment Project Alpha Project Area within said ..City-; and WHEREAS, the City of Anaheim is undertaking certain public improvements within said Project Area pursuant to the provisions of .the California Community Redevelopment Law (Health and Safety Code Section 330QO et seq.) and said Redevelopment Plan; and WHEREAS, the Anaheim Redevelopment Agency desires to commit a maximum of $50,000.00 in Agency funds to be used. for the installation and construction of public improvements to certain City-owned property known as the Carnegie Library located. at .241 South Anaheim Boulevard, Anaheim, California; and WHEREAS, the .purpose of said public improvements shall be to improve and refurbish said Carnegie Library as a City- owned historical library, research center and museum; and WHEREAS, Section 33445 of the Health and Safety Code provides that before the Agency may proceed to pay for all or part of the cost of such public improvements., the City must consent to such payment, the Agency and City must make certain findings and determinations with respect to the issue of benefit. to the Project Area, and the .City must also determine that no other reasonable means of financing such improvements are .available to the community. NOW, THEREFORE, BE IT RESOLVED by the .City Council of the .City of Anaheim as follows: 1. The .City Council. hereby finds and determines that the installation and construction of public improvements to improve and refurbish said Carnegie Library as a City-owned. historical library, research center and museum are of benefit to the Redevelopment Project Alpha Project Area and of benefit to the immediate neighborhood in which said project is located. -1- 2. The City Council hereby determines. that no other reasonable means of financing said public improvements. are available. to the. .community. 3. The City Council. .hereby consents to and approves the payment by the Anaheim Redevelopment .Agency to the City of Anaheim of a maximum of $50,.000..00. to be used in conjunction with funding from other public or private sources for the purpose of improving and refurbishing said Carnegie Library as a City-owned historical library, research center and museum. 4. The City Council does: hereby urge and request private. .individuals and groups to contribute the additional funds necessary to accomplish and maintain said project.
