78-058RESOLUTION N0. 78R- 58 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM URGING THE STATE ENERGY RESOURCES CONSERVATION AND DEVELOPMENT COMMISSION TO MAKE A POSITIVE RECOMMENDA- TION TO THE STATE LEGISLATURE REGARDING THE CONSTRUCTION OF THE SUNDESERT NUCLEAR PLANT. WHEREAS, the City of Anaheim needs additional elec- trical generating capacity to meet its citizens' and customers' needs far the mid-1980's; and WHEREAS, the City of Anaheim is a five percent participant in the Sundesert Nuclear Plant Planning and Feasibility Study; and WHEREAS, San Diego Gas & Electric Company has applied to the State Energy Resources Conservation and Development Commission for approval to build the Sundesert Nuclear Project at Blythe, California, to serve the electric power needs of the Southern California region, including Anaheim; and WHEREAS, the California Department of Water Resources is a participant in the Sundesert Nuclear Project and re- quires the energy which will be derived from the project to economically pump water to Southern California; and WHEREAS, the Metropolitan Water District of Southern California has a vital interest in the Sundesert Nuclear Project by reason of its water supply contract with the Department of Water Resources; and WHEREAS, Section 25524.25 of the Public Resources Code permits the Commission to recommend to the State Legis- lature whether Sundesert should be exempted from the provisions of certain nuclear laws if the Commission is unable to reach findings as required under these nuclear laws; and WHEREAS, unless the Commission makes a positive recommendation to the State Legislature recommending that Sundesert be exempted from the provisions of certain nuclear laws, there will be unnecessary delays in the construction of Sundesert to the detriment of the energy needs of Southern California including the City of Anaheim. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim that it urges the State Energy Resources Conservation and Development Commission to make a positive recommendation to the State .Legislature that Sundesert be exempted from the provisions of certain nuclear laws. -1- BE IT FURTHER RESOLVED that the City Council of the City of Anaheim urges all other cities in Orange County to similarly urge the State Energy Resources Conservation and `~"` Development Commission to recommend such exemption for Sundesert.
