A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM APPROVING THE TERMS AND CONDITIONS
OF AN AGREEMENT WITH R. W. BECK AND ASSOCIATES
FOR ENGINEERING SERVICES, AND AUTHORIZING THE
UTILITIES DIRECTOR TO EXECUTE SAID AGREEMENT
ON BEHALF OF THE CITY OF ANAHEIM.
WHEREAS, the City of Anaheim presently purchases
wholesale power from the Southern California Edison Company
under rates, terms and conditions adopted by said Company
and filed with the Federal Energy Regulatory Commission; and
WHEREAS, the said Company has filed with the
Federal Energy Regulatory Commission an application for a
substantial increase in its rates and charges for the sale of
electrical energy at wholesale to the City of Anaheim, and
such increase is in effect subject to refund pending a
decision by the Federal Energy Regulatory Commission; and
WHEREAS, the said Company and City have entered into
a comprehensive Integrated Operations Agreement; and
WHEREAS, the City of Anaheim has taken steps to
procure from the U. S. Bureau of Reclamation, its share of
the so- called "Navajo Project Layoff Power "; and
WHEREAS, the City of Anaheim has taken steps through
the Federal Energy Regulatory Commission to reform the exist-
ing California Power Pool to permit full voting membership by
interested California municipal systems; and
WHEREAS, the City of Anaheim may find it necessary
to review the adequacy and form of the City's existing retail
rate schedules; and
WHEREAS, the City of Anaheim has determined that it
is in its best interests to oppose the application by the
Southern California Edison Company to increase its rates
charged to the City and to develop a power supply program
under the terms of the said Integrated Operations Agreement;
and
WHEREAS, the City will require the services of expert
legal, engineering, analytical and other professional consult-
ants to assist in its opposition to the said Company's
proposed rate increase and in the implementation of the
Integrated Operations Agreement; and

WHEREAS, R. W. Beck and Associates represent
that they are qualified to provide expert professional
services in the field of rates and rate analyses which will
be required by the City of Anaheim; and
WHEREAS, the City of Anaheim is of the opinion
that it would be in the best interests of the City to hire
R. W. Beck and Associates to provide technical services and
assistance to the City; and
WHEREAS, an agreement has been prepared whereby
R. W. Beck and Associates will provide such services; and
WHEREAS, the terms and conditions of said agreement
are acceptable to the City Council of the City of Anaheim.
NOW, THEREFORE, BE IT RESOLVED that the terms and
conditions of said agreement are hereby approved and accepted.
BE IT FURTHER RESOLVED that the Utilities Director
be, and he is hereby, authorized and directed to execute said
agreement on behalf of the City of Anaheim.
THE FOREGOING RESOLUTION is approved and adopted by
the City Council of the City of Anaheim this 18th day of
July 1978.
