99-231RESOLUTION NO. 99R- 231 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM AUTHORIZING THE CHIEF OF POLICE TO SUBMIT A GRANT PROPOSAL ON BEHALF OF THE CITY OF ANAHEIM TO THE OFFICE OF CRIMINAL JUSTICE PLANNING FOR THE POSITIVE ALTERNATIVES PROGRAM (PAP) COMPONENT OF THE DELINQUENCY PREVENTION PROGRAM WHEREAS, the City of Anaheim desires to undertake a certain project designated "Positive Alternatives Program (PAP) Component," funded through the Delinquency Prevention Program administered by the California State Office of Criminal Justice Planning, hereafter referred to as "OCJP"; and WHEREAS, the PAP Component of the Delinquency Prevention Program makes funds available to promote prevention and intervention programs for juveniles "at risk" for becoming involved in gang and criminal activities; and WHEREAS, the City of Anaheim wishes to apply for funds for the purpose of funding salary and benefits for one (1) Police Activities League (PAL) Officer and one (1) Program/Area Coordinator, purchasing equipment and covering operating expenses to provide "after school" programs and activities between the hours of 2:00 p.m. and 8:00 p.m., and other times when school is not in session for such "at risk" juveniles. NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Anaheim as follows: 1. The Chief of Police of the City of Anaheim is hereby authorized, on behalf of the City of Anaheim, to submit a proposal for Grant Funds in the amount of Two Hundred Thousand Dollars ($200,000), to the OCJP, and is authorized to execute on behalf of the City of Anaheim, all required grant documents, including any extensions or amendments thereof, under the (PAP) Program and funding terms and conditions of OCJP. 2. The City of Anaheim understands that any liability arising out of the City's performance under the Grant Award Agreement, including civil court actions for damages, shall be the responsibility of the City of Anaheim and that the State of California and OCJP disclaim responsibility for any such liability. 3. The grant funds received hereunder shall not be used to supplant other expenditures controlled by this body.
