RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM
APPROVING AN AGREEMENT WITH THE COUNTY OF ORANGE FOR
THE CITY OF ANAHEIM TO BECOME A MEMBER OF THE EMERGENCY
MANAGEMENT OPERATIONAL AREA IN COMPLIANCE WITH TITLE 19
CALIFORNIA CODE OF REGULATIONS, SECTION 2400 ET SEQ AND
GOVERNMENT CODE SECTION 8550 ET SEQ.
WHEREAS, Title 19 of California Code of Regulations Section 2400 et seq. and
Government Code Section 8550 et seq. states that the purpose of the Standardized Emergency
Management System, hereat~er referred to as the SEMS Regulations, is to standardize response
to emergencies involving multiple jurisdictions or multiple agencies; and
WHEREAS, the Operational Area is one of the required components of SEMS; and
WHEREAS, the SEMS Regulations require the County govemment to serve as the lead
agency of the Operational Area unless another member agency of the Operations Area assumes
that responsibility by written agreement with County govemment; and
WHEREAS, the purpose of the Orange County Operational Area Agreement is to provide
for the mutual and cooperative handling of the duties and responsibilities of the Operations Area;
and
WHEREAS, the Operational Area Agreement establishes an Operational Area Council
made up of representatives of each Political Subdivision within the Orange County geographical
area; and
WHEREAS, most jurisdictions in Orange County have entered into Operational Area
Management Agreements; and
WHEREAS, the City of Anaheim is now desirous of becoming a member of the Orange
County Emergency Management Operational Area.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Anaheim:
Hereby approves an Agreement between the City of Anaheim and the County of
Orange for the City of Anaheim to become a member of the Emergency
Management Operational Area, joining with the County of Orange and other cities
and other political subdivisions in the County of Orange who have formed an
Operational Area for the purposes of emergency preparedness response, and
recovery as required by Title 19 Califomia Code of Regulations Section 2400 et
seq. and Government Code Section 8550 et seq.
2. The City Council's approval of the Agreement and membership within the
Emergency Management Operational Area is based specifically on the existence
and continuation of the Addenda enacted by the Operational Area Executive
Board and the City Council reserves the right to withdraw from the Operational
Area should these addenda be amended or rescinded. The Addenda are as
follows:
Addendum 1:
Clarification of Operational Area, Operational Area
Executive Board, and Operational Area Coordinator Roles
and Responsibilities, adopted by Operational Area
Executive Board November 6, 1996.
Addendum 2:
Policy and Procedure by Executive Board on Operational
Area Administration Financing providing for per capita
allocation of the total funds available to cities, dependent
upon the number of cities that are participating in the EMA
funding program adopted by Operational Area Executive
Board August 20, 1997.
Addendum 3:
Policy and Procedure of Executive Board on Operational
Area Emergency Operations and Mutual Aid Financing
adopted by Operational Area Executive Board August 20,
1997.
Recognizes the County of Orange as the lead agency for coordinating Operational
Area emergency management activities;

Appoints the City Manager or his designee to serve as the City's representative on
the Operational Area Council, with the Emergency Services Coordinator of the
City of Anaheim serving as the altemate; and
5. Authorizes the Mayor and City Clerk to execute the Operational Area Agreement.
PASSED, APPROVED AND ADOPTED by the City Council of the City of Anaheim
