AND WHEREAS, said notice did provide that said pipe and
fittings shall be in accordance with, conform to and comply with
"Interim Federal Specification." Pipe: Pressure, reinforced,
concrete, pretensioned reinforcement (steel cylinder type)
No. SS -P -00381 (GSA -FSS) issued April 2, 1953 and modified by
the following: Pipe shall be Class 150 for 150 pounds maximum
water working pressure. The reinforced concrete pipe may be
furnished in either of two types: Pretensioned or Non- Preten-
sioned. When non pretensioned pipe is furnished under this
modification of the specification, it shall be the type known
as steel cylinder, cement lined and coated, with the features
indicated below:
The design for internal pressure shall be based
entirely on the steel cylinder and shall not be dependent upon
any added reinforcement intended to extend the design strength
of the cylinder. Cylinder shall have a wall thickness of not
less than 10 gauge. Such pipe shall have the bell and spigot
formed integrally with the steel cylinder. The bell shell be
approximately four inches deep and have a flared lip to facili-
tate assembly. Bell thickness shall be no less than 3/16" and
shall be reinforced as necessary. The spigot shall have a
specially rolled groove with double "shoulders" such that after
field joining, the gasket will be completely enclosed on all
sides and shall not depend on internal water pressure to aid
the gasket in making a water -tiht joint. The pipe shall have
a 1/2" cement mortar lining and a 1" cement mortar coating. The
coating shall be reinforced with a 15 -1/2 Ga. wire helically
wound without tension and on a 1" pitch and placed at the approx-
imate center of the coating. Other details for non pretensioned
pipe shall conform to desirable end applicable portions of the
specifications referring to pretensioned pipe; in particular,
but not limited to: steel for cylinders, cement, rubber gaskets,
allowable steel fibre stress, test pressures and fitting design;
and
WHEREAS, such notice inviting sealed proposals for said
reinforced concrete steel cylinder pipe and fittings, including
rubber gaskets for installation, did provide that said sealed
proposals would be received by the City Council of the City of
Anaheim at the Office of the City Clerk of said City up to the
hour of 7 :00 o'clock P.M. on 'Tuesday, the 26th day of .April,
1955 for the furnishing to the City of Anaheim of said pipe,
fittings and gaskets; and
WHEREAS, the City Clerk of the City of Anaheim did_ re-
ceive sealed proposals prior to 7:00 o'clock P.1 Tuesday, the
26th day of April, 1955, for the furnishing of said reinforced
concrete steel cylinder pipe and fittings, including rubber
gaskets for installation, from the following persons, firms or
corporations:

AND VHREAS, the City Council did thereupon submit all
bids received to the Superintendent of Light, Water Power of
the City of Anaheim for tabulation and report to the City Council,
and said Superintendent of Light, Water Power having tabulated
said bids and having submitted his report, the City Council does
fina that the sealed -)roposal of AMERICAN PIPE AND CONSTRUCTION
CO., P. O. BOX 3428, TERMINAL ANNEX, LOS ANGELES 54, CALIFORNIA,
is the lowest responsible bid for the furnishing of reinforced
concrete steel cylinder pipe and fittings, including rubber
gaskets for installation, as specified in the notice inviting
sealed proposals and in accordance with the specifications set
forth in said notice inviting sealed proposals, and that said
proposal of American Pipe and Construction Co. should be accepted
and a contract awarded to said company for furnishing the pipe,
fittings and gaskets required by the City of Anaheim.
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Anaheim that said proposal submitted by the
American Pipe and Construction Co. for the furnishing of rein-
forced concrete cylinder pipe and fittings, including rubber
gaskets for installation, as specified in the notice inviting
sealed proposals therefor, and in accordance with the specifi-
cations set forth in said notice inviting sealed proposals, be,
and the same is hereby, accepted, and that a contract for the
furnishi of said pipe, fittings and gaskets be, and the same
is hereby, awarded to said American Pipe and Construction Co.;
and
BE IT FURTHER RESOLVED that the award of a contract to
said. American Pipe and Construction Co. is declared to be for
the approximate quantities set forth in the notice inviting
sealed proposals; and
BE IT FURTHER RESOLVED that said American Pipe and
Construction Co. be, and it is hereby, required to execute a
contract for the furnishing of said pipe, fittings and gaskets,
in form satisfactory to the City of .Anaheim and upon the terms
and conditions specified in the notice inviting sealed pro-
posals, the proposal submitted by it, this resolution, and in
accordance with the specifications for reinforced concrete steel
cylinder pipe and fittings as set forth in said notice inviting

AND BE IT FURTHER RESOLVED by the City Council of the City
of Anaheim that said bid be, and the same is hereby, accepted and
said contract awarded for the above specified reinforced concrete
steel cylinder pipe and fittings, including rubber gaskets for in-
stallation, F.O.B. mill or point of shipment, with freight allowed
to trenchside, Anaheim, C said pipe, fittings and gaskets
to be delivered as follows:
The design and layout drawings to be presented within
two weeks from receipt of plans and profile, and deliveries of
said pipe and fittings to commence sixty-five (65) days after
approval of layout drawings, and to be comoleted within twenty-
five (25) days thereafter; and
BE IT FURTHER RESOLVED that said contract shall contain
a provision that should said American Pipe and Construction Co.
fail or neglect to furnish said concrete steel cylinder pipe,
gaskets and/or fittings in accordance with said specifications
and the proposal submitted by it and accepted by the City of
Anaheim within the time herein specified, it shall, in addition
to any other penalties provided in the contract documents, be
liable to the City of Anaheim for all loss or damage that the
latter may suffer on account thereof.
THE FOREGOING RESOLUTION is signed and approved by me
this 26th day of April, 1955.
