1954-2441RESOLUTION NO. 2441 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM ESTABLISHING RULES AND REGULATIONS FOR THE ADMINISTRATIVE PROCEDURE IN THE FILING AND PROCESSING OF MAPS OF ALL SUBDIV— ISIONS OF LAND HEREAFTER MADE WHEN SAID LAND IS ENTIRELY, OR PARTIALLY WITHIN THE LIMITS OF THE CITY OF ANAHEIM. WHEREAS, The City Council of the City of Anaheim duly adopted on July 22, 1952, the Anaheim Municipal Code and Article 9, Chapter 1 thereof, establishing the rules and regulations of new subdivisions of land within the City of Anaheim; and WHEREAS, the ordinance adopting said Anaheim Muni— cipal Code having been duly published as required by law on the 24th day of July, 1952, and said ordinance having taken effect on the 22nd day of August, 1952, and said Anaheim Municipal Code having become effective on said date; and WHEREAS, said Article 9, Chapter 1 of the Anaheim Municipal Code having been amended as of the day of July 1954; and WHEREAS, Section 9100.13 of Article 9, Chapter 1 now provides that the City Council shall be authorized from time to time, by resolution, to adopt and establish rules and regulations for the administrative procedure in the filing and processing of maps in accordance with the pro— visions of said chapter and providing for the furnishing of such numbers of copies of maps and documents, engineering data, and information as may be required for the proper administration and enforcement of the provisions of said chapter. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim, that each proposed subdivision shall 22nd comply with the following rules, regulations and require ments; 1. MAP REQUIREMENTS Each proposed subdivision shall be submitted in map form. Not less than nine (9) copies of such map shall be filed with the Planning Engineer. When such required copies of a tentative map are filed, the Planning Engineer shall immediately forward copies to each of the following with a request that each report recommendations, if any, to the Planning Commission: (a) Two (2) copies to the Superintendent of Light, Water And Power (b) One copy to the City Engineer (c) One (1) copy to each city entitled by law to review and recommend thereon. (d) Two (2) copies to the Planning Commission (e) One copy to the Division of Highways, State Department of Public Works. (f) One (1) copy to the County Planning Commission (g) One (1) copy to the City Administrator 2. SIZE OF MAP The size of such tentative map or maps shall be 18" x 26 the scale shall be not less than 200 feet to the inch. 3. INFORMATION ON MAP Each map shall contain the following information: (a) Tract number (b) Name and address of the owner whose property is proposed to be subdivided. (c) Name and address of the registered civil eng— ineer, licensed surveyor, landscape architect or other person who prepared the map. —2— (d) North point (e) Scale (f) Date of preparation (g) Boundary lines, including overall dimensions (h) The location, width and proposed names of all streets within the boundaries of proposed subdivision (i) Location and width of alleys. (j) Name, location and width of adjacent streets (k) Lot lines and approximate dimensions (1) Approximate location and width of water courses or areas subject to inundation from floods, or location of structures, irrigation ditches and other permanent physical features. (m) Description of the exterior boundaries of the subdivision or legal description of the property comprising the subdivision. (n) Width and location of all existing or pro— posed public or private easements. (o) Classification of lots as to intended resi— dential, commercial, industrial or other uses. (p) Railroads (q) Approximate radii of curves Topographical information sufficient to deter— mine the proper drainage of the tract. 4. SUPPLEMENTAL INFORMATION The tentative map shall show thereon, or be accom— panied by reports and written statements from the subdivider giving essential information regarding the following matters: (a) Type of street improvement and utilities which the subdivider proposes to install (b) Proposed method of sewage disposal drainage (c) Proposed storm water sewer or other means of (d) Protective covenants to be recorded (e) Floor plans and elevations of buildings to be constructed 5. PROCEDURE (a) After noting the above requirements, it is desirable that the subdivider should confer with the staff of the City Planning Commission and the City Engineer before preparing the tentative map. (b) Each tentative map must have a tract number to be assigned by the County Surveyor of Orange County. (c) The tentative map shall be prepared in accordance with the "Subdivision Map Act" and the provisions of Article 9, Chapter 1 of the Anaheim Municipal Code,and shall be filed with the Secretary of the Planning Commission. Such filing should be prior to the completion of final surveys of streets and lots and before grading or construction work within the proposed subdivision that might be affected by changes in the tentative map. To assure to the Planning Commission all necessary information for consideration of a tentative map, the Commission shall act only upon such tentative maps as shall be filed with the Commission not less than ten (10) days prior to the date of the Planning Commission meeting at which time such matter is to be con sidered. (d) Prior to the consideration by the Planning Commission of a tentative map and within the ten (10) days following its filing, the City Engineer and the Superintendent of Light, Water and Power shall make a report in writing to the Planning Commission as to any recommendations in con— nection with the tentative map and its bearing on particular functions including those of the telephone and gas services. —4— Failure to so report shall be deemed approval. 5. REQUIRED INFORMATION (a) If three (3) or more sheets are used, an index showing entire subdivision with lots numbered conse— cutively shall be included. (b) Title, number of tract, date, northpoint and scale. (c) Description of land included. (d) Location and names, without abbreviation, of all: (1) Proposed streets and alleys (2) Proposed public areas and easements (3) Adjoining streets (e) Dimensions in feet and decimals of a foot (f) Dimensions of all lots (g) Each lot shall be numbered; each block may be lettered or numbered; each lot shall be shown entirely on one sheet (h) Center line data on streets, alleys and ease— ments, including bearings and distances. 6. RECORD OF EASEMENTS (a) The final map shall show the center line data, width and side lines of all easements to which the lots are subject. If an easement is not definitely located of record, a statement as to such easement shall appear on the title sheet. (b) Easements for storm drains, sewers and other purposes shall be denoted by broken lines (c) The easements shall be clearly labeled and identified and if already of record proper reference to the records given (d) Easements being dedicated shall be so indicated in the certificate of dedication. 7. REQUIRED SURVEYING DATA Each final map shall have indicated thereon the following: (a) Radius, tangent, arc and central angle of curves. (b) Suitable primary survey control points. (1) Section corners (2) Monuments (existing outside of subdivision) (c) Location of all permanent nomuments within subdivision. (d) Ties to and names of adjacent subdivisions. (e) Ties to any City or County boundary lines involved. (f) Sufficient data shall be shown to determine readily the bearing and length of each line. (g) Dimensions of lots shall be the net dimensions. (h) No ditto marks shall be used. (i) Lots containing one acre or more shall show net acreage to nearest hundredth. (j) For center lines of all streets, length, tangents, radii and central angles or radial bearings of all curves, the total width of each street, the width of the portion being dedicated and the width of existing dedication and the width of each side of the center line; also the width of rights —of —way of railroads, flood control or drainage channels and any other easements existing or being dedicated by the map. (k) Surveys provided in connection with the preparation of subdivision maps under resolution shall be made in accordance with standard practices and principles for land 6— surveying. A traverse sheet showing the mathematical closure of outside boundary of the tract and of each block and of alternate lots shall accompany the final map. 8. SIZE AND CONTENT OF MAP (a) The final map shall be clearly and legibly de— lineated upon tracing cloth of good quality. All lines, letters, figures, certificates, acknowledgements and signatures shall be made in black waterproof india ink, except that affidavits, certificates and acknowledgements may be legibly stamped or printed upon the map with black opaque ink. (b) The size of each sheet shall be 18 x 26 inches. (c) A marginal line shall be drawn completely around each sheet, leaving an entirely blank margin of one inch. (d) The scale of the map shall be one inch equals 60 feet and show all details clearly, and enough sheets shall be used to accomplish this end. (e) Each sheet shall be numbered, the relation of one sheet to another clearly shown, and the number of sheets used shall be set forth on each sheet. (f) The tract number, scale, north point and sheet number shall be shown and the number of sheets used shall be set forth on each sheet of the final map. 9. TITLE SHEET (a) Below the title shall be a sub —title consisting of a general description of all the property being subdivided, by reference to subdivisions or sectional surveys. (b) Reference to tracts and subdivisions shall be spelled out and worded identically with original records, with complete reference to proper book and page of record. (c) Title sheet shall show, in addition, the basis of bearings. (d) Maps filed for purpose of reverting subdivided land to acreage shall be conspicuously marked under the title "The Purpose of this Map is a Reversion to Acreage." 7— (e) Required certificates 10. CERTIFICATES Forms for certificates required by the "Subdivision Map Act" and this resolution may be secured from the City Engineer. 11. EXISTING MONUMENTS (a) The final map shall show clearly what stakes, monuments or other evidence was found on the ground which were used as ties to determine the boundaries of the tract. (b) The corners of adjoining subdivisions or portions thereof shall be identified and ties shown. 12. NEW MONUMENTS (a) In making the survey for the subdivision, the Surveyor shall set sufficient permanent monuments so that the survey or any part thereof may be readily retraced. Nothing less substantial than a two —inch iron pipe, two and one —half feet long, centered with plug and tack and driven at least twelve inches below the ground surface or a lead and tack or small pipe set in permanent cement work will be considered as permanent monuments. Such monuments shall be placed at angle points, on the exterior boundary lines of the tract, and at intersections of center lines of streets and at be— ginning of curves and end of curves on center lines. Stakes shall be 2" x 2" redwood set at all lot corners after all improvements are in, or at least 6" below finished grade. Such stakes need not be considered permanent. The character, type and positions of all monuments shall be noted on the map. 13. ESTABLISHED LINES (a) Whenever the City Engineer has established the center line of a street or alley, such data shall be considered in making the surveys and in preparing the final map, and all —8— monuments found shall be indicated and proper references made to field books or maps of public record, relating to the mon— uments. If points were reset by ties, that fact shall be stated. (b) The final map shall show city boundaries crossing or adjoining the subdivision clearly designated and tied in. 14. LOT NUMBERS (a) The lots shall be numbered consecutively, commencing with the number 1, with no omissions or duplications. (b) Each lot shall be shown entirely on one sheet. (c) Blocks may be used, but not preferred. They shall be consecutively numbered in the same manner as required for numbering lots, or they may be lettered in alphabetical se— quence beginning with the letter "A (d) Lots within each block shall be numbered as herein provided for subdivisions where blocks are not employed. 15. PROCEDURE FOR FILING (a) After receipt of the report of the City Council approving or conditionally approving the tentative map, the subdivider may within one (1) year from the date of said approval, proceed to prepare and file said final map as herein provided. If such final map is not submitted within one (1) year from the date of the approval of the tentative map, said map shall be considered abandoned. (b) For purposes of filing a final map, the subdivider shall submit to the City Engineer six (6) dark line prints thereof. One (1) copy of such dark line print shall be filed permanently with the City Engineer. Three (3) copies shall be transmitted to City Engineer for checking. One (1) copy shall be returned to the subdivider after showing corrections thereon, if any, or a statement by the City Engineer that the map is correct. —9— One copy shall be forwarded to the Superintendent of Light, Water and Power. The remaining copy shall be retained for other departmental purposes. When the map is found to be correct, the final map tracing and one duplicate tracing shall be certified by the City Engineer, the City Clerk and returned to the subdivider for recording. The subdivider shall furnish the City Engineer with one (1) Van Dyke and six (6) prints of tract map and one (1) print of Title Sheet as recorded. BE IT FURTHER RESOLVED that the above resolution shall become effective as of the 22nd day of T��ly 1954, the date of its adoption, and shall continue in full force and effect until changed by the City Council of the City of Anaheim.
