A RESOLUTION OF THE CITY COUNCIL OF THE
OITY OF AIM APPROVING THE REPORT
AND RECOMMENDATION OF C. G. GILLESPIE, CON
SULTING ENGINEER., DATED SEPTEMBER 6, 1951,
AND APPROVING THE RECOMME:DATION OF THE
JOINT EXECUTIVE COMMITTEE OF THE JOINT
OUTFALL SEWER OF ORANGE COUNTY, CALIFOR
RELATING TO SAID REPORT, AND AUTHORIZING
THE CITY OF SANTA ANA, AS CONTRACTING AGENT,
TO CARRY OUT AND PUT INTO EFFECT SAID RECOM-
MENDATIONS.
WHEREAS, the Cities of Anaheim, Fullerton and Orange and the
Buena Park, Garden Grove, La Habra and Placentia Sanitary Districts
are jointly constructing a trunk sewer line and disposal system, more
particularly known as the Magnolia Trunk Sewer and Pumping Plant and
Force Main, and
WHEREAS, the City of Santa Ana and said Cities and Sanitary
Districts above mentioned have heretofore made and entered into an
agreement with.County Sanitation Districts Nos. 1, 2, 3, 5, 6, 7, and
11, wherein and whereby said Cities and Sanitary Districts agreed tc
sell and said County Sanitation Districts agreed to buy Section 1 of
the Orange County Joint Outfall Sewer of Orange County, California,
upon the terms and conditions as more particularly set forth in said
agreement, and
WHEREAS, under and by virtue of the terms of said agreement, said
County Sanitation Districts did promise and agree to construct, within
a reasonable time, adequate facilities for the treatment and disposal
into the ocean of all sewage arising within the boundaries of said
Cities and Sanitary Districts and that said buyers would., in accord-
ance with all the requirements of the Health Department of the State
of California, treat, handle and dispose of such sewage through the
facilities purchased from said Cities and Sanitary Districts and
additional facilities to be constructed by said buyers, and
WHEREAS, said County Sanitation Districts, the buyers aforesaid,
have voted bonds to obtain funds with which to construct said land
and marine outfall sewer and said additional facilities to treat, han-
dle and dispose of all sewage in accordance with said a ;reement here-
tofore made and entered into on the 28th day of February, 1951, and

H ?LAS, it is contemplated that at least two years will be the
period of time reasonably necessary for said County Sanitation Dis-
tricts to construct and complete said land and marine Outfall Sewer
and such additional facilities as will enable them to receive, treat
and dispose of all selrage arising within the boundaries of said
0: ties and Sanitary Districts, and
RLAS, the said Cities and Sanitary Districts have caused a
survey to made by C. G. Gillespie, consulting engineer, to ascer-
tain what facilities can be utilized or ?ghat provisions can be made
by said Cities and Sanitary Districts to take care of said sewage
disposal during the interval of time required by the County Sanitation
Districts to construct and complete said land and marine outfall sewer
and such additional facilities as may be required to treat and dispose
of said sewage, and
':!HERAS, the said 0. G. Gillespie has made a study of the exist-
ing treatment facilities and of other methods which may be adopted
and used by said Cities and Sanitary Districts to adequately treat
and dispose of said sewage during said two year interval, and
''HIEAS, said 0. G. Gillespie has heretofore filed with the
executive committee of said Joint Outfall Sewer of Orange County,
California, his report and recommendation and has made the following
recommendations:
1. That the peak flows be equalized in the lower end of
the iagnolia Trunk Sewer (which is the 78 inch pipe) and it be
used to reservoir some part of the high flows, and that this be
accomplished by either manual or electrical control of the
operation of the Tiagnolia pumps.
2. That enough of the peak flows leaving the treatment
plant be diverted to settling basins and spreading land below
the treatment plant, sufficient to hold the peak flows to the
ocean at its current level of about 18 to 20 m.g.d.
3. That there be obtained the necessary acreage to

provide sufficient spreading land below the sewage treatment plant
upon which to divert the excess flours from the treatment plant to
land disposal, and that this diversion be made from the Santa Ana
trunk sewer because of its low chloride content.
4, That a pump well and pump be constructed alongside
the Santa Ana trunk sewer near the treatment plant, adequate to pump
up to about 5 m.g.d., and that this pump be started electrically from
the waster flow meter at the treatment plant set to start the pump
when undesired peaks occur.
5. That the pump discharge be piped into one of the old
existing concrete lined septic tanks which were built for the flood
emergency in 1938. That the septic tank floor be reconstructed to
provide better settling and the settled sludge pumped back into the
digestor system. That the settled overflow be piped past the sludge
beds to the land disposal without cropping.
and,
WHEREAS, the Executive Committee of the Orange County Joint
Outfall Sewer has considered said report and recommendations of said
C. G. Gillespie and have approved such recommendations and has recom-
mended to the Cities and Sanitary Districts that the recommendations
of C. G. Gillespie be adopted and put into operation as soon as pos-
sible.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of 1►nsheim that the recommendations of C, G. Gillespie,
consulting engineer, and the recommendation of the Executive Committee
of the Joint Outfall Sower of Orange County, California, be, and they
are hereby, approved, and
BE IT FURTHER RESOLVED that the recommendations of said C. G.
Gillespie for the disposal of excess sewage be adopted and put into
operation and used by the Cities and Sanitary Districts during the
interval of time required by the County Sanitation Districts to con-
struct and complete the land and marine sections of the Orange County

ATTEST:
Outfall Sewer and such additional facilities as may be reasonably
necessary to receive, treat, and dispose of all sewage arising within
said Cities and Sanitary Districts, to the satisfaction of the State
Health Department, and
BE IT FURTHER RESOLVED that the City of Anaheim does hereby
resolve and agree to pay its proportionate share of the cost of adopt-
ing and putting into operation the recommendations of said C. G.
Gillespie for the disposal of said excess sewage as hereinabove
provided, such percentage of cost to be determined in accordance with
agreements heretofore made and entered into by and between said Cities
and Sanitary Districts of the Orange County Joint Outfall Sewer, or as
such percentage may be changed or modified by agreements hereafter
made and entered into, and
BE IT TURTHER RESOLVED that the City of Santa Ana, as contracting
agent for said Cities and Sanitary Districts, be, and it is hereby,
authorized and directed to proceed, according to the law, to acquire
the necessary pumps and equipment and land to carry out the recommend-
ations of C. G. C-illespie in accordance with his report of September
6, 1951.
