72R-310 RESOLUTION NO. 72R- 310 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM SUPPORTING THE CITY OF RIVERSIDE RESOLUTION NO. 11881 REQUESTING THE GOVERNOR TO DECLARE A STATE OF EMERGENCY DUE TO AIR POLLUTION OVER THE ENTIRE SOUTH COAST AIR BASIN. WHEREAS, the City of Anaheim has always supported the desire to eliminate pollution in the State of California, whether that pollution be by air pollution or by water pollution of a downstream area by upstream users; and WHEREAS, the City of Riverside pursuant to Resolution No. 11881 has requested the Governor to declare a state of emergency in the South Coast Air Basin due to conditions of disaster caused by air pollution; and WHEREAS, the City Council of the City of Anaheim does desire to support the City of Riverside Resolution No. 11881 and urge that the Governor exercise the power granted to him by Section 8550 et seq. of the Government Code proclaiming a state of emergency in the South Coast Air Basin due to extreme peril to the safety of persons and property caused by air pollution conditions that local authorities are inadequate to cope with said emergency; and WHEREAS, the Governor be urged to exercise his extra- ordinary powers to implement immediately all emergency plans for smog control in the South Coast Air Basin as requested by City of Riverside Resolution No. 11881. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim that the City of Anaheim does urge support of the City of Riverside Resolution No. 11881 requesting the Governor to declare a state of emergency due to air pollution over the entire South Coast Air Basin. BE IT FURTHER RESOLVED by the City Council of the City of Anaheim that the Mayor of the City of Anaheim is hereby directed and empowered to request the Governor pursuant to Section 8625 of the California Government COde, subparagraph (b), to proclaim a state of emergency in the Santa Ana Canyon Water Shed which is an area affected or likely to be affected by conditions of disaster or of extreme peril to the safety of persons and property caused by surface and subsurface water pollutants and that local authority is inadequate to cope with said emergency.
