WHEREAS, the City Council finds that Chas. T. Brown,
doing business as Chas. T. Brown Company, and Paul Vuki.et?, Jr.,
doing business as Paul Vukich Construction Company, are the original
contractors and that Gladding, McBean and Company and Pacific Clay
Products are the only concerns west of the City of St. Louis,
Missouri, who can furnish said 39" vitrified clay pipe required
for repairing the clay pipe in said sewer line which cannot be
repaired and that said pipe companies were awarded the contract
for furnishing said pipe and that said Chas. T. Brown and Paul
Vukich, Jr. were awarded the contract for installing said pipe;
that it is impracticable to advertise for bids for the furnishing
of said pipe and the installation thereof with concrete reinforcing
as herein provided and that it would be a useless and futile act
to ask for bids for the furnishing and installation of such pipe
because no one except the above named concerns and contractors
could or would bid thereon and could or would furnish and install
said pipe at actual cost as hereinabove provided; that by reason
of the existence of such emergency and necessity for the prompt
completion of said Magnolia Trunk Sewer line and Project and by
reason of the nature of. the materials and services required to
complete said repair and replacement work in the line aforesaid,
the delay which would result by advertising for bids would result
in irreparable mischief; that the total additional cost to the
Cities and Sanitary Districts for such repair and replacement work
and materials it is estimated will not exceed 0500.00 and the
City Council finds that the contractors should be authorized to
repair the pipe in said line between the stations hereinabove men-
tioned and /or replace the same to the extent in the manner as here
in provided and under the terms and conditions herein set forth
and that the Cities and Sanitary Districts pay one -third of the
cost of all labor and materials reasonably necessary for the
repairing of said pipe and /or the replacement thereof as herein
