WHEREAS, the City Council of the City of Anaheim have not heretofore adopted a policy nor any rules and regulations re- lating to sick leave of city employees; and WHEREAS, the City Council finds that it would be for the best interest and welfare of the City of Anaheim and ti city emoloyees thereof to adoot a definite policy ancl rules a. relating to sick leave granted or to be granted to city employees of the City of Anaheim.
