OF AN1\HED APPROVING THE APPLIClI.TION FOR LAND
AND WATER CONSERVATION FUNDS, DESIGN OF FIVE
COVES PARE AND LEASE OF SURPLUS ACREAGE FOR
OUTDOOR RECREA'I' IO:'i PURPOSES.
IvHEP2::AS, tlle Congress under Public Law 88.-578 has auth-
orized the establis:lnlent of a 2ecleral Land and Water Conservation
Fund Grant-'In~Aid Program, providing matching funds to the State
of Callfornia and its political subdivislons for acquiring lands
and developing faclllties for Du~lic outdoor recreation purposes;
and
WHEREAS, tne State Department of Par::s and Recreation is
responslble for the adnunlstration of the program within the State,
setting up necessary rules and procedures governing application by
local agencles under the program, and
WHEP~AS: sala adopted procedures established by the State
Department of Parks and Recreation require the applicant to certify
by resolution the apDroval of applications and the availability of
local matching funds prior to submission of said applications to
the State: and
I\THEREl,S: sala procedures further require the applicant to
possess an adopted plan showing parks and recreation lands and
facilitles, existing and pro?osed; and
I'JHEREAS: the Five Coves Park is an element on the Orange
Count" l'!aster Plan of Regional Parks adopted July 23, 1963; and
WHEREAS " t;1e project is identified as a special park site
ln the City of Anaheim General Plan first adopted by the City
Council on January I, 1963; and
WHEPElI.S: the project is defined in the Environmental
Enhancement Plan adopted by the Board of Directors of the Orange
County Water District in October, 1971; and
WHEREAS, the project is compatible with the objective
of the Orange County Flood Control District for multiple use of
its Santa Ana River properties; and
WHEREAS, the project is consistent with the California
Outdoor Recreation Resources Plan; and
WHEREAS, the project is a joint effort of the Countv of
Orange, the City of Anaheim, and the Orange County Flood Control
District, the Orange County Water District, and the Harbors,
Beaches and Parks District; and each agency will consider concurrent
resolutions; and
WHEP~AS, the City of Anaheim has agreed to contribute
$37,300 of design labor, and the Orange County Water District has
agreed to contribute $50,000 from its Environmental Enhancement
Fund.
NOW, THEPXFOru~, BE IT RESOLVED bv the City Council of
the City of Anaheim that it:

1. Approve the joint filing of an application for Land
and Water Conservation Fund assistance with the
Orange County Harbors, Beach and Parks District;
2. Certify that the City of Anaheim will prepare Five
Coves plans and specifications at an agreed value of
$37,300 for design labor.
3. Certify that t:-le City of Anaheim meets the planning
requirements and that the project is compatible with
the land use plans of all other participating juris-
dictions;
4. Instruct the Anaheim City Attorney to assist the
appo~nted representatives of OCHBP, OCND, ACFCD and
the County of Orange in preparing an agreement for
the joint use of these lands for public outdoor recrea-
tional purposes and that said agreement, after approval
by each entity involved, be submitted to the state
Department of Parks and Recreation before August 31,
1972;
5. Agree to lease to t:1e Orange County Harbors, Beaches
and Parks District for 25 years or greater, for
~ublic outdoor recreational use, a 6.37 acre parcel
of its land located on the south side of Lincoln
Avenue and along the west side of the Santa Ana River;
6. Appoint the City Manager as agent of the City to conduct
all negotiations, execute and submit all documents,
including but not limited to applications, agreements,
amendments and billing statements which may be necessary
for the com:)let~or. of the 1?roj ec-t.
