WHEREAS: The ground water basin underlying metropolitan Orange County is overdrawn to the extent that salt water encroachment has destroyed the usefulness of wells along its coastal fringe and threatens to move further inland, and WHEREAS: Over SO% of the water supplies of the cities, suburb- an communities and agricultural enterprises of Orange County are pumped from said ground water basin or diverted from the surface flows of the Santa Ana River; and the economic structure of the county is dependent upon these waters, and WHEREAS: Said river is the major source of replenishment for said ground water basin, and WHEREAS: The Orange County Flood Control District in coopera- tion with the Orange County Water District and the major water com- panies has initiated a project to salvage approximately g,000 acre feet of water heretofore wasted by evaporation and uneconomic plant use in the Prado Basin, and have expended in excess of $300,000 therefor, and WHEREAS: Said Prado Basin is under the ownership or control of the Federal Government in connection with the Prado Retarding Basin, and subject to laws authorizing its use for recreational purposes, supplementary to its use for Flood Control, and WHEREAS: Recreational uses which would require ponded water, high ground water levels or areas devoted to the growing of water loving plants would continue the wastage of water now and heretofore existing there and prevent the salvage of such by the cooperative project aforesaid; THEREFORE, BE IT RESOLVED That the City Council of the City of Anaheim, does hereby request the Federal Government, through its ap- propriate agency, to determine that the use of the waters of the 1 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 Santa Ana River for municipal, domestic, irrigation, and basin re- plenishment are paramount to its use for recreational purposes and to prevent the use of federally owned lands in the Prado Basin for any purpose which would cause a wastage of water or impair the ability of the aforesaid salvage project to recover evapo-tranapira- tion losses for use in Orange County.
