2000-022RESOLUTION NO. 2000R-22 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM APPROVING A LETTER OF LrNDERSTAND1NG BETWEEN THE ANAHEIM POLICE ASSOCIATION AND THE CITY OF ANAHEIM WHEREAS, the Human Resources Director met and conferred with officials and employee representatives of the Anaheim Police Association to design and implement policies and procedures for a physical fitness, testing program and a wellness program to be effective January 1, 2000; and WHEREAS, a Letter of Understanding was prepared to amend Article 63 (Police Wellness Incentive Program) of the Memorandum of Understanding between the parties covering the period of July 10, 1998 through January 18, 2001; and WHEREAS, the Union is in agreement with the recommendations contained in said Letter of Understanding; and as result thereof, the Letter of Understanding dated December 30, 1999, between the parties has been signed; and WHEREAS, the City Council of the City of Anaheim does find that it is in the best interest of the City of Anaheim to approve said Letter of Understanding. NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Anaheim that the Letter of Understanding dated December 30, 1999 between the Anaheim Police Association and the City of Anaheim, a copy of which is attached hereto and incorporated by reference herein, is hereby approved. BE IT FURTHER RESOLVED that the Memorandum of Understanding between the parties covering the period of July 10, 1998 through January 18,2001, is hereby amended in accordance with the terms of said Letter of Understanding. WHITE, CITY ATTORNEY H :\STAF FREP\S F2774br LETTER OF UNDERSTANDING between the ANAHEIM POLICE ASSOCIATION and the CITY OF ANAHEIM The Anaheim Police Association (APA), and the City of Anaheim (ANAHEIM), have met and conferred to design and implement policies and procedures for a physical fitness and testing program and a wellness program to be effective January 1, 2000, and have reached the following Agreement: APA and ANAHEIM agree that the Police Wellness Incentive Program (WIN) as designed by Wellness Solutions shall be implemented effective January 1, 2000. APA and ANAHEIM agree to amend Article 63 of the Memorandum of Understanding between the APA and ANAHEIM to read as follows: 63.1 63.2 63.3 63.4 ARTICLE 63 POLICE WELLNESS INCENTWE PROGRAM APA and ANAHEIM agree to create a Police Wellness Incentive Advisory Committee. The Committee shall review, recommend and evaluate programs and incentives designed to improve the health and fitness of employees at a reasonable cost/benefit. Such programs and incentives shall increase productivity, reduce unplanned absences and reduce health and disability benefit costs. Serving on the Committee with one Police Department management staff representative, one Human Resources Department staff representative, the Fitness Consultant, and two employees recommended by the APA. This Committee shall meet quarterly and shall report to the Human Resources Director on a periodic basis its findings and recommendations for changes to the Police Wellness Incentive Program. The report shall be forwarded to the ANAHEIM City Manager for review. APA and ANAHEIM agree that employees successfully completing the Police Wellness Incentive Program (WIN) shall receive a Healthy Day Off of up to twelve (12) hours of paid leave and reimbursement up to $200 for an annual health club membership upon completion of the comprehensive Health/Fitness Screening and the one-on-one Fitness Consultation.
