Mann, has seen fit to voluntarily retire from public service to the City of Anaheim, and WHEREAS, he leaves a most enviable record of distinguish civic accomplishment which will forever stand as an eloquent memorial to his untiring efforts on behalf of our City, and WHEREAS, he has made a profound study of governmental problems, and through such study and experience has become recognized as an authority on matters of municipal administration, to the end that he has served the League of California Cities in responsible positions including that of president, and WHEREAS, he has striven diligently to improve the governmental as well as the proprietary ficilities of our City, an WHEREAS, the members of the City Council in particular have had the privilege and pleasure of working closely with him for many years, and have been accorded the opportunity of intimate observing his business acumen, his scope of knowledge and his breadth of vision, and WHEREAS, those over whom he has presided have always been impressed by his sense of fairness, his infinite patience, his strict impartiality and his kindly consideration for others, a WHEREAS, his unfailing sense of humor has been a buoyant factor in carrying the Council through many difficult situations which of necessity confront all legislative bodies, and "WHEREAS, he has at all times maintained'and. exemplified the principle that the highest duty of every public official demands prompt, cheerful and courteous service to all citizens, an WHEREAS, he has been unwavering in his, demand- for strict and impartial enforcement of law for the benefit of all and with special privileges to none, and 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 FRIIS SCHUTZ ATTORNEYS AT LAW 402 -404 BANK OF AMERICA BLDG. ANAHEIM, CALIFORNIA TELEPHONE 3456 WHEREAS, he has never demanded that others do what he would not personally undertake, and WHEREAS, he has been most generous in overlooking the errors of others committed in the course of honestly intended accomplishment, and WHEREAS, he has stimulated his fellow workers by his unbounded enthusiasm, his unflagging zeal and his untiring industr NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim that it express to Chas. H. Mann the sincere thanks of the people of Anaheim for his splendid services in their behalf; and BE IT FURTHER RESOLVED that said City Council express the deep appreciation of the officials and employees of Anaheim for the opportunity of having served with Mr. Mann; and BE IT FURTHER RESOLVED that said City Council extend to Mr. Mann its best wishes for continued years of health, prosperity and happiness, and that it invite his counsel, as a private citizen, in all things of benefit to the City in which he has been vitally interested for many years, and BE IT FURTHER RESOLVED that a certified copy of this resolution be forwarded to Mr. Mann.
