10/27/1936-004RESOLUTION IN THE HATTER OF RECONS'i,,JCTION OF A PORTION OF THE JOINT OUTFALL SEER ' ,AS, the City of Anaheim is part owner in Section 1 of the joint outfall sewer, which seder serves eight cities and sanitary districts within the County of Orange;.and WEEMS, that portion of the sewer between the points known as the is in such an advanced state of repair or replacement; and pipe line of said Section 1 extending screening plant and the pumping plant deterioration as to require immediate WHEREAS, concrete pipe is known to be seriously affected and finally disintegrated by those certain trade wastes, acids and gases present in the Orange County sewage, as evidenced from the condition of said Section 1 and other Sections of said joint outfall sewer, as well as from the experience of Los Angeles, Long Beach, Newport Beach, E1 Centro and other comrmMities, while vitrified clay pipe is known to withstand the deleterious action of such trade wastes, acids and gases, and WHEREAS, on account of the uncertainty of all the factors governing the volume of sewage to be trans?orted by said sewer pipe line, a pipe line having a daily capacity of 1+,500,000 gallons, a free gravity flow, would seem sufficient for many years wRmUAS, the City of Santa Ana, as contracting city for said Section 1, retained George H. Adams and Associates, civil and hydraulic engineers, to make and submit a report on the present condition of said Section 1 with recommendations for the repair or reconstruction of the same, which report and recommendations have been filed with the several cities and sanitary districts owning said Section 1. NOW THEREFORE BE IT RESOLVED by the city council of the City of Anaheim as follows: (a) That the use of concrete pipe for the proposed reconstruction of said Section 1 be 'Slisfavored; (b) That the said - report of George H. Adams and Associates be received and filed, and that the recommendations therein contained be approved so far as the use of vitrified pipe is concerned; (o) That an application be submitted to the Public Works Administration covering the proposed reconstruction of said portion of Section 1 using 39 —inch vitrified clay pipe on the grade line and with the acid. resisting joints shown in the said report; or, as an alternative, using 36 —inch vitrified clay pipe on said grade line an© with s j and including the moving of the present pump s adjacent to the screening plant.
