corporation organized under the lays of the State of Utah, authr-
orieed to do business as a Common Carrier by railroad within they
State of California, has made application to thine City Council
for a franohist covering the oonstruotion maintenance and opera-
tion of two (a) industrial spur tracks over, along and across
