08/22/1929-014IN THE MATTER OF ACQUISITION AND IMPROVEMENT DISTRICT NO. 2 OF THE CITY OF ANAHEIMo FOR THE WIDENING OF `BEST CENTER STREET. RESOLUTION OF INTENTION NO. 215. BE IT RESOLVED by the City Council of the City of Anaheim, as follows:- SECTION 1: That the public interest and necessity require and that it is the intention of said City Council to order the acquisition of all property necessary for the widening of West Center .,treet from Palm Street to West Street in said city to a uniform width of eighty -nine and one -half (89.5) feet, being forty -four and seventy -five hundredths (44.75) feet on each side of the established center line of said street, with additional widening at the north- easterly corner of said Center and West Streets to improve the trafffc lane to Lincoln Avenue. SECTION 2: That the property necessary to be taken for such widening of West Center Street includes all those parcels of land situate in the City of Anaheim, County of Orange, State of California, described as follows : - VINEYARD LOTS, as per map recorded in Book 4p of Deeds, pages 629 and 630, Records of Los Angeles County: - - -he northerly 9.75 feet of the southerly 20 feet of the westerly 258.25 feet of the easterly 268.25 feet of Vineyard Lot D-6. ,;he northerly 9.75 feet of the southerly 20 feet of that portion of ;vineyard Lot D-6 lying between the westerly line of Janss Sub- division as per map recorded in Book 8, page 5, Miscellaneous Maps, ..ecords of Orange County, and the easterly line of Block 4, Resh's _ubdivision, as per map recorded in Book 4 page 92, Miscellaneous aps, Records of Orange County. 1 The northerly 9.75 feet of the southerly 20 feet of that portion of Vineyard Lot D -7 lying between the westerly line of North Citron Street and the :easterly line of North Ohio Street. SECTION 4: That because of the varying benefits to be derived from the proposed acquisition, the said assessment district shall be divided into two separate zones, designated Zones A and B. Each of said zones, as proposed, is plainly shown upon the said diagrams of the assessment district, to which diagrams reference is hereby made for the boundaries and all details concerning the said zones. The percentages, as proposed, of the sum to be raised each year by the levy and collection of special assessment taxes in said district from the lands in each of said zones for the payments on the principal and interest of the bonds to be issued to defray the costs and expenses of said acquisition are hereby determined to be as follows: From Zone A . . . . . . . . 88p From Zone B . . . . . . . .12% SECTION 5: That, to defray the costs and expenses of the said aaguisition,`as above set forth, bonds will be issued to the total amount of the same, including incidental expenses, said 'rids to bear interest at the rate of six (6) per cent per annum, payable semi - annually, 5 J and the aggregate principal of all bonds issued to be paid and dis- charged within twelve (12) years after the date of issuance, approxi- mately one -tenth part of such aggregate principal to be paid annually beginning three (3) years after the date of issuance, all in gold coin, and that a special fund for the payment of said bonds will be con- stituted by the levy of special assessment taxes upon the lands within the assessment district, according to the assessed value of said lands %exclusive of the improvements thereon) and in accordance with the zones and percentages as finally determined by said City Council. SECTION 61 1 W That eight (8) ofclock P.M. of Tuesday, the 24th day of September,'1929, at the Council Chamber of the City Council in the City Hall in the City of Anaheim, is hereby fixed by said City council as the time and place when and where all persons having any objections to the proposed widening and acquisition, to the extent of the assessment district, to the zones into which said district is to be Y divided, or to the percentages to be raised from each of said zones, or to any or all of the foregoing, may appear before said City Council and be heard, provided, that such objections must be in writing and filed with the City Clerk before the hour set for the hearing. SECTION 7: That the proceedings for said widening shall be had and taken under and in accordance with an Act of the Legislature of the State of California known and designated as the "Acquisition and ::. mprovement Act of 1925 approved May 23, 1925 and amendments thereto, and said bonds shall be issued in accordance with the provisions of said act. SECTION 8: That the superintendent of streets of said city is hereby appointed superintendent of work without compensation, and he is hereby ordered to cause to be conspicuously posted, in the manner pro- vided in said Act, notices of the adoption of this resolution entitled "Notice of Public Improvement." SECTION 9: That the Anaheim Bulletin, a daily newspaper pub- lished and circulated in said City of Anaheim, is the newspaper in which all publications in or incident to these proceedings shall be published, 6 and the City Clerk is hereby directed to cause this resolution of intention to be published by two insertions in said newspaper.
