Section 3. All of the herein proposed work and improve-
ments and. all proceedings taken in regard. thereto shall be in pur

Section 4. The City Clerk of the City of Anaheim is
hereby directed to post conspicuously for five days, on or near
the cham.ber door of the Board. of Trustees of said City of Ariaheim
a notice of said work inviting sealed. proposals or bids andcopie
of all specificatio hereinbefore mentioned; he is also directed
to cause a copy of said. notice to be published twice in the
Anaheiir, Daily Herald, a daily newspaper of general circul--
printed,
publisbed, unl circuLted in said City, which said nei.
paper is hereby designated for that purpose.
Said notice shall invite sealmoroposals or bids for
doing the work ordered and shall refer to the specifications
posted. and on file, which said notice sliall recuire all proposals
or bids offered to be accompanied by a check payable to the City
of Anaheim, certified by a responsible bank for an amc)uftt which
shall not be less than ten per cent of the ago, of the pro-

1 posal or by a bond for the said amount, so payable, _LF-ned by the
C'idder and two sureties vho shall Justify before any officer
I competent to administer an olth, in double the said amount and-
over and above all statutory exemptions.
