WHEREAS, a \Vater commodity adjustment clause contained in Resolution No. 72R-600 provides automatic adjustment for the price of water purchased or pumped by the City of Anaheim and distributed to its' water customers; and WHEREAS, on September 7, 1973 the cost of electrical energy to pump water will increase; and h71IEREAS, it is necessary to include the cost of electrical energy used in pumping vIater into the ,'rater com- modity adjustment clause. APPLICABILITY Applicable to all areas served by the Utility and to all rate schedule commodity charges. B. PURPOSE To provide for the automatic adjustment of the Utility's water rate schedule commodity charges per 100 cubic feet whenever the" cost per acre foot (A. F.) of ~..later is increased \'li th respect to the base year of 1971-72 due to changes in the Orange County ~vater District (OC\,'W) pump tax, the Hetropolitan ~vater District of Southern California (r~1D) and the Municipal Water District of Orange County (}TI7DOC) acre foot charge for filtered water and/or the costs of electricity associated with underground water production. All water purchased from vU~D and ~u1DOC shall be deemed to be filtered water for the purpose of computing the commodity adjus~~ent. Also, to establish the method for determining the cost of water . per acre foot and any resulting change (to the nearest mill) to the rate schedule commodity charges per 100 cubic feet. C. COST OF WATER The cost of water shall be the sum of the per cent of water pumped times its total cost per A.F. plus the per cent of water purchased times its total costs per A.F. The total cost per A.F. of p~~ped water is the sum of the OCWD pump tax plus the' cost of electricity to pump water per A.F. The total cost per A.F. of purchased vlater is the !-1\.m price per A.F. for filtered domestic \vater. For the base year 1971-72, 70 per cent of the water was pumped and 30 per cent was purchased. Based on the A.F. costs indica- ted below, the cost of water for the base year is $28.90 per A.F. for all water except irrigation and $18.85 per A.F. for irrigation water. The per cent of water to be pumped and purchased established as of July 1 each fiscal year shall apply in any commodity adjustment computations throughout that fiscal year. 3. The amount of the commodity adjustment and the data elements required to compute the commodity adjustment shall be shown in the COHrWDITY ADJUSTHENT SUl--1HARY Section each time the commodity adjustment is changed beginning with the base year 1971-72. . E. APPLICATION OF COHMODITY ADJUSTHENT The commodity charge for all rate schedules shall be adjusted as necessary but not more frequently than ninety (90) days by the utilities Director to reflect the cost per A.F. of water at that time compared to the cost of 'i,-later for the base fiscal year 1971-72. The increased cost of 'i.'later shall be rounded to the nearest mill per 100 cubic feet and added to the commodity charge for each rate block of e~ch water schedule rate charge. F. ELECTRICAL PUHPING COST The amount of the electrical pumping cost per A.F. and the data elements required to compute that cost shall be shown in this section ench tL~c ~~e cCu~odity adjus~~ent i~ Ch~g8d beginning with the year 1972-73. This section has been added to the Commodity Adjustment Clause to accommodate the increasing cost of electric energy to oper~te well and booster pumps. This cost, similar to the OCWD pump tax and the ~1D acre foot charge, is established by other agencies. Eacp time electric rates are changed and/or new data for a complete fiscal year is available, the following table shall be updated, but not more frequently than ninety (90) days, and any changes shall be reflected in the commodity adjustment amount. The well and booster pump dollar amounts shall be calculated by applying the new electric rate schedules to the most recent full fiscal year's data on file with the City Clerk (See note follow- ing table). For purposes of a~~inistering the Commodity Adjustment Clause beginning in 1973-74, the 1972.-73 electrical cost per A.F. has been applied to the base year 1971-72 and 1972-73.
