A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM PROPOSING A CHANGE OF ORGANIZATION
IN THAT DISTRICT KNOWN AS THE YORBA LINDA
LIBRARY DISTRICT BY THE DETACHMENT OF CERTAIN
DESCRIBED REAL PROPERTY LOCATED WITHIN SAID
DISTRICT, WHICH REAL PROPERTY IS ALSO LOCATED
WITHIN THE CITY OF ANAHEIM. (ORANGETHORPE
NIXON DETACHMENT)
WHEREAS, the District Reorganization Act of 1965
(56000 through 56550 of the Government Code of the State of
California) provides for the change of organization of certain
districts, such as the Yorba Linda Library District through the
approval by the Local Agency Formation Commission of Orange
County of detachments of certain hereinafter described real
property from said District, when said territory is also
located within the City of Anaheim; and
WHEREAS, the City of Anaheim desires that said real
property be detached from the Yorba Linda Library District in
view of the fact that said territory is presently assessed real
property taxes by the City of Anaheim and receives as part of
said property tax assessment library services from the City of
Anaheim; and
WHEREAS, the requested change of organization is pro-
posed for the Yorba Linda Library District as well as the City
of Anaheim; and
WHEREAS, the County of Orange, the Yorba Linda Library
District and the City of Anaheim would be affected by this
change of organization requested herein; and
WHEREAS, the present request of the City of Anaheim is
for detachment of certain territory constituting inhabited
territory and described in Exhibit "A" attached hereto and made
a part hereof as though fully set forth herein known as the
Orangethorpe Nixon Detachment; and
WHEREAS, landowners and residents within the territory
described in Exhibit "A" desire to avoid the burden of double
taxation imposed upon their property described herein and wish
to avoid any future liability for bonded indebtedness of the
Yorba Linda Library District.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Anaheim that it hereby requests that a change of
organization of the Yorba Linda Library District be approved by
the Local Agency Formation Commission of Orange County through
the detachment of certain real property described in Exhibit "A"
characterized as inhabited territory, in order to prevent the
burden of double property taxation on said landowners.

That certain parcel of land located in the County of Orange, State of
California, described as follows:
Beginning at a point in the northeast corner of the Cresthill Drive
Annexation to the City of Anaheim certified by the Secretary of State
September 27, 1972,. said point of beginning also being a point in the
existing City limit line of the City of Yorba Linda as established by
the 73 -2 Annexation to said City certified by the Secretary of State
July 27, 1973; thence leaving said City of Anaheim annexation boundary
and following along a portion of said Yorba Linda Annexation boundary,
the following courses and distances: S 53 07' 47" E, 172.98 feet;
S 53 34' 39" E, 256.01 feet; S 52 43' 14" E, 280.01 feet
S 70 29' 11" E, 16.82 feet; S 15 44' 56" W, 23.39 feet;
S 37 30' 30" W, 172.50 feet; S 4 59' 50" E, 145.00 feet;
S 28 52' 50" E, 285.00 feet; S 34 18' 20" E, 314.20 feet;
S 56 05' 40" E, 305.00 feet; S 74 00' 00" E, 100.00 feet; S 53.18 feet;
S 89 55' 03" E, 570.25 feet to the southeast corner of the Yorba Linda
Annexation boundary established by said 73 -2 Annexation to said City;
thence leaving said Yorba Linda Annexation boundary along the easterly
prolongation of said boundary S 89 55' 03" E, 50 feet, more or less,
to an intersection with the centerline of Imperial Highway, now known as

on file in the office of the County Surveyor of said County as File
No. 8465, said point of intersection being a point in a curve concave
southwesterly and having a radius of 2000 feet, a radial line bearing
N 64 50' 46" E passes through said point; thence Southeasterly and
Southerly along said centerline along said curve through a central angle
of 26 59' 19" an arc distance of 942.079 feet; thence continuing along
said freeway centerline S 1 50' 05" W, 134.20 feet to an intersection
with the northerly right of way line of Orangethorpe Avenue, said
point of intersection being a point in the existing annexation boundary
established by the Yorba Annexation to the City of Anaheim certified
by the Secretary of State August 10, 1964; thence following along a
portion of said Yorba Annexation boundary, the following courses and
distances: S 87 41" 30" W, 133.87 feet, more or less; thence
N 87 51' 36" W, 116 feet, more or less; thence N 86 43' 53" W, 116
feet, more or less; thence N 84 12' 49" W, 351 feet, more or less;
thence S 5 00' 00" W, 15 feet, more or less; thence N 78 10' 00" W,
23.22 feet- thence N 5 00' 00" E, 440 feet, more or less; thence
N 73 34' 00" W, 371.24 feet to the beginning of a tangent curve concave
northeasterly and having a radius of 867.88 feet; thence Northwesterly
along said curve through a central angle of 48 49' 00" an arc distance
of 740 feet, more or less, to the southeasterly corner of the Adobe Wall

following along the southeasterly, westerly and northwesterly annex-
ation boundary lines of said Adobe Wall Annexation the following
courses and distances: S 69 45' 00" W, 310 feet, more or less;
N 24 45' 00" W, 855 feet, more or less; thence N 69 45' 00" E, 310
feet, more or less, to the northeasterly corner of said Adobe Wall
Annexation, said northeast corner being a point in the aforementioned
Yorba Annexation boundary; thence leaving said Adobe Wall Annexation
boundary line and following along a portion of said Yorba Annexation
boundary line N 50 00' 00" W, 528 feet, more or less; thence
N 3 00' 00" W, 45.88 feet to an intersection with the easterly
annexation boundary line of the aforementioned Cresthill Drive
Annexation; thence leaving said Yorba Annexation boundary and following
along the westerly and northerly annexation boundary lines of said
Cresthill Drive Annexation, the following courses and distances:
N 35 00' 00" W, 630.44 feet; S 54 50' 49" E, 200.08 feet;
S 53 07' 47" E, 221.02 feet to the point of beginning.

BE IT FURTHER RESOLVED that the Local Agency Formation
Commission of Orange County be requested to order the Yorba
Linda Library District to adopt a resolution to detach the
territory described herein in Exhibit "A known as the Orange
thorpe Nixon Detachment, without the necessity of notice of
hearing by said Library District and without the necessity
of an election on the issue of said detachment.
BE IT FURTHER RESOLVED that should the Local Agency
Formation Commission of Orange County determine that an election
is necessary upon the question of confirming an order for detach-
ment of the aforementioned and described territory described in
Exhibit "A", that said Local Agency Formation Commission be
requested, pursuant to Section 56252(a) of the Government Code,
to determine that such election shall be called, held and
conducted upon the question of said detachment only within the
territory described in Exhibit "A" which is proposed to be
detached.
THE FOREGOING RESOLUTION is approved and signed by me
this 2 day of April 1974.
