1974-500RESOLUTION NO. 74R- 500 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM EXPRESSING STRONG OPPOSITION TO THE PROPOSAL BY THE COUNTY OF ORANGE TO ESTABLISH REFUSE DISPOSAL AND TRANSFER FEES. WHEREAS, since 1959 a Master Plan of Refuse Disposal has been implemented throughout the County in accordance with the County's program for regional solid waste disposal; and WHEREAS, said Master Plan of Refuse Disposal has provided a uniform and equitable service to all citizens of Orange County; and WHEREAS, the County of Orange has levied an ad valorem tax yearly to pay for the cost of this county -wide solid waste problem; and WHEREAS, the County of Orange Administrative Officer has proposed to establish refuse disposal user fees at the transfer stations and /or sanitary landfill sites; and WHEREAS, these refuse disposal user fees result in another tax on a tax; for when a fee is imposed on solid waste disposal that already has an imposed tax for this purpose, this could double the amount paid for solid waste disposal by the user; and WHEREAS, as a result of the Energy Crisis, there will be an increased fuel usage by haulers who will be economically forced to use the landfills in place of the transfer stations; and WHEREAS, the new user fee must be passed by the cities to their citizens with no improvement in service; and WHEREAS, a significant increase in administrative and overhead costs will result because the County would now collect from the hauler- -who collects from the City- -who, in turn, collects from the customer;. and WHEREAS, transfer station user fees, if implemented, would increase refuse haulers use of disposal sites, and result in traffic congestion at the landfills; and WHEREAS, the environmental aspects related to increased truck and vehicular traffic along the routings leading to the various landfill sites is also of concern; and WHEREAS, increased charges will create an additional burden for the small businessman, people on fixed income, and lower income families- -the very people who are least able to afford additional costs during this period of high inflation; and WHEREAS, the implementation of charges at the landfill sites may entail the stopping of vehicles, possible classification of vehicle, measurement of load, accounting_, and collection of fees (charge or cash); and -1- NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim that it is unaminously opposed to the augmentation of refuse disposal user fees at the transfer stations and /or the sanitary landfills for the reasons outlined above; and for the additional reason that the Orange County -wide regional concept of solid waste disposal has served, and can continue to serve, all of the cities of Orange County efficiently as it is Presently functioning. BE IT FURTHER RESOLVED that the City Clerk is authorized and directed to forward a copy of this resolution to the Board of Supervisors of the County of Orange immediately.
