A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM
AMENDING RESOLUTION NO. 69R -606, PERSONNEL RULE 7,
APPOINTMENTS AND PROMOTIONS, BY ADDING SECTION 7.7,
RELATING TO THE APPOINTMENT• OF GRANT FUNDED EMPLOYEES
BEING MADE OUTSIDE THE TRADITIONAL COMPETITIVE PROCESS
FOR SELECTION OF EMPLOYEES
WHEREAS, the new federal regulations for the Comprehensive
Employment and Training Act do not permit the selection of grant funded
employees to be made in accordance with the traditional competitive
process, and
WHEREAS, the Personnel Director has recommended in a staff
report dated August 22, 1974 that Rule 7, Appointments and Promotions,
be amended to provide that certain grant funded employees be appointed
outside the traditional competitive process and then complete the regular
competitive process within twelve months or be terminated, and
WHEREAS, the need exists to amend Resolution No. 69R -606,
Rule 7, which established appointment and promotion provisions, and
WHEREAS, The City Council of the City of Anaheim does find
that amending Rule 7 to comply with<the Comprehensive Employment and
Training,Act is in the best interests of the City of Anaheim.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Anaheim that Resolution No. 69R -606, Rule 7 is hereby amended by adding
Section 7.7 to read as follows:
Section 7.7 Appointments to certain grant funded positions as
designated by the City Manager may be made without competitive
examinations and /or evaluations. Such appointments may be made
by the appropriate department head (with the approval of the
Personnel Director and the City Manager) for a maximum period
of twelve months. In the event that a grant funded appointee
fails to complete competitive examinations and /or evaluations
and is not appointed to a city funded position within twelve
months of his date of appointment, said grant funded appointee
shall be terminated from City employment."
BE IT FURTHER RESOLVED that except to the extent amended,
Resolution No. 69R -606, shall remain in full force and effect, and
ATTEST:
"RULE 7. APPOINTMENTS AND PROMOTIONS
CITY CLERK OF THE CITY ANAHEIM
BE IT FURTHER RESOLVED that the effective date of this
resolution shall be August 27, 1974.
THE FOREGOING RESOLUTION is approved and signed by me this
27th day of August 1974.
