1974-323WHEREAS, the Central District of California ranks twenty- second in geographical size among the present ninety three United States District Courts; and WHEREAS, it is the only district among the first seventy -seven in geographical size to have only a single courtroom location; and WHEREAS, the Central District of California ranks sixth of the ninety -three United States Court Districts in the number of civil case filings; and WHEREAS, the population encompassed within the Central District of California is the largest among the ninety -three United States Court Districts; and WHEREAS, it is probable that criminal filings are likely to bear, at least in a general way, a relationship to population and the number of civil filings; and WHEREAS, the difficulty of getting to the present Courthouse in Los Angeles from the outlying Counties, such as Orange, Riverside and San Bernardino, due in part to heavy freeway congestion and due in part to the complete lack of adequate parking facilities near the present Courthouse makes an additional courtroom location desirable; and WHEREAS, the above factors indicate the requirements and desirability of an additional courtroom facility in an additional District of California; and WHEREAS, the location of such an additional facility at Santa Ana in Orange County would be much more accessible, convenient and desirable, not only for Orange County litigants, attorneys, witnesses and jurors, but also to most of such persons residing in Riverside and San Bernardino Counties. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Anaheim urges the creation of a United States District Courtroom facility or Courtroom facilities with adequate parking in the soon -to -be constructed Federal Building in Santa Ana, California.
