1975-145WHEREAS, the City of Anaheim is a member of the Southern California Association of Governments with membership in such or- ganization being voluntary; and WHEREAS, the Southern California Association of Govern- ments does not possess taxing authority; and WHEREAS, at the last session of our State Legislature, there were presented a number of proposals for the creation of new regional agencies; and WHEREAS, there is a strong likelihood that this session of the State Legislature will have a variety of additional proposals for the creation of other regional agencies in the fields of air quality, transportation, environmental quality, and land use; and WHEREAS, there continues to be an ever increasing need for coordination between these efforts in order to avoid duplica- tion and overlap between agencies and to assure the most effective expenditure of tax funds; and WHEREAS, proposals may be introduced before the State Legislature making membership in such regional agencies mandatory and giving such regional agencies the power to tax. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim that the Southern California Association of Governments is and, in the opinion of the City Council, should re- main a voluntary association of local governments. BE IT FURTHER RESOLVED that the Southern California Association of Governments should act primarily as a planning and reviewing agency, with only such regulatory power as necessary to carry out these functions. BE IT FURTHER RESOLVED that the Southern California Asso- ciation of Governments is, and should continue to be, a regional agency governed entirely by locally elected officials and with planning responsibility that would be advisory to state and local governments. BE IT FURTHER RESOLVED that the Southern California Asso- ciation of Governments should not be granted the power to impose taxes.
