A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEII•i ESTABLIS:IING E:NI ,TAL PER2i2IT RULES
AND REGULATIONS.
WHEREAS, the City Council of the City of Anaheim has
adopted an ordinance of the County of Orange pertaining to health,
sanitation and animal regulations; and
WHEREAS, said ordinance requires certain animal permit
rules and regulations be adopted by resolution.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Anaheim that it does hereby adopt the following
Animal Permit Rules and Regulations:
Definitions - The definitions contained in Article
1 of Di -'vis n 1, of Title 4 and Article 1 of Division
1, of Title 5 of the Codified Ordinance of Orange
County shall apply to this resolution unless it is
apparent from the context hereof that some other
meaning is intended. In addition, the following def-
itions shall apply:
Owner - actual owner of animal, legal ownership is
established by a person being registered as the owner
on a license or other legal document.
Resident - person residing on property when apply-
ing or animal permit.
Primary Enclosure - means any structure used to
immediately restrict an animal or animals to a lim-
ited amount of space, as a room, pen, run, cage,
compartment or hutch.
Administration
Type and Dumber of Animals - Applicant when applying
for a permit shall furnish the director with a list of
the type(s) of animals proposed -to be kept or used for
any purpose, together with the estimated maximum num-
ber thereof. The Director shall establish the kind
and maximum number authorized to be maintained on the
premises, dependent on the physical property.
Regulations to be Issued - A copy of these regula-
tions shall be issued to each applicant for a permit,
-the applicant shall acknowledge receipt of such stand-
ards, and shall agree with same by signing a fora: pro-
vided for this purpose by the Director. Such form
shall be filed with the application for a permit.
Permit expiration - .Each permit shall automatically
terminate on the expiration date shown thereon, unless
on or before such date application for renewal has
been submitted and approved as provided.

Transfer of Permit - Permit is not transferable
to any other party or property than listed on appli-
cation.
Facility Construction Standards, General
Construction and Maintenance - housing facilities
or animals must be constructed and maintained so as
to continuously provide a healthful and sanitary
environment as approved by the Director, for the
animals to be kept or to be kept tizerein.
Shelter and Exercise - There must be adequate
shelter frog the elements and sufficient space for
exercise.
Food and water - There must be ample and healthful
food and potable water, and adequate facilities for
the sanitary storage of same.
Waste Disposal - There must be adequate drainage
and satisfactory sanitary disposal of both natural
precipitation and animal waste of all kinds.
Facilities Operating Standards, General
Good Citizenship - Owner shall allow no animal to
constitute or cause a hazard or to be a menace to
the health, safety, or peace of the community. All
animals shall be kept in such manner as may be pre-
scribed to protect the animals from the public and
the public from the animals.
Cruelty - The owner shall take every reasonable
precaution to insure that animals are not teased,
abused, mistreated, annoyed, tormented, or in any
manner made -to suffer by any person or means. Any
tack, equipment, device, substance, or naterial
that is, or could be, injurious or cause unneces-
sary cruelty to any animal is prohibited. Animals
that are natural enemies, temperamentally unsuited,
or otherwise incompatible shall not be quartered
together or so near each other as to cause injury
or torment.
Vector Control - There must be adequate and ef-
fective means of control of insect and rodents, and
such control must be vigorously maintained at all
times.

Escaped Animals - Owner has full responsibility
for recapturing any animal that has escaped.
Animal Immunization

Rabies Vaccination - It is the responsibility
or the owner to be able to prove at any time that
all dogs on the premises which are over four (4)
months of age have been properly vaccinated
against rabies and shall have a current license
tag.
Animal Protection - Owner shall immunize against
distemper, hepatitis, and leptospirosis (in the
case of dogs) or against panleukopenia (cat fever,
in the case of cats); owners' records shall consti-
tute proof of such.
Identification - Owner shall be required to keep
records of all inuaunization of animals.
Fee Schedule - A nonrefundable application fee of
X25.00 shall be charged for processing an original
application for animal permit. There shall be no
charge for renewal of the animal permit.
