RESOLUTION NO. 76R-490
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ANAHEIM OPPOSING ASSEMBLY BILL
12461, CREATING A COUNTY TRANSPORTATION
COMMISSION.
WHEREAS, the State of California has proposed Assembly
Bill 1246 to create a County Transportation Commission in order
to allow more local authority in the implementation of regional
transportation plans; and
WHEREAS, the responsibility for the implementation of
Regional Transportation Plans is vested in the Southern California
Association of Governments and the Orange County Transportation
District; and
WHEREAS, AB 1246 would require that SCAG allocate funds
only for proposals approved by the proposed commissions to
achieve a coordinated public transportation system; and
WHEREAS, the proposed county commissions would have
the responsibility to plan, design and construct an exclusive
public mass transit system; and
WHEREAS, AB 1246 would provide the proposed County
Transportation Commission with the responsibility of imple-
mentation of all short term capital and service planning,
schedule of improvements and financial plans; and
WHEREAS, AB 1246 could allow the proposed county
commissions to bypass SCAG and enter into agreements with the
Department of Transportation for the provision of transportation
services;
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Anaheim does go on record as opposing AB 1246,
since it would duplicate and constrict the transportation
responsibilities of SCAG and OCTD, and offers support :for the
responsibility for regional planning to remain in SCAG, the
Orange County Transit District, FAU, and AF -FP programs.
BE IT FURTHER RESOLVED that the City Council of the
City of Anaheim supports the retention of regional transporta-
tion planning and operation in SCAG and OCTD.
THE FOREGOING RESOLUTION is approved and signed
