1976-4660 • RESOLUTION Ivo. 76R- 466 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANA3EIN APPROVING THE TERIMS AND CONDITIONS OF A CETA SUBGP.ANT AGREEMENT BETWEEN THE CITY OF ANAHEI4 AND THE CALIFORNIA EMPLOYMENT AND TRAINING ADVISORY OFFICE, ETL1PLOYIKI',NT DEVELOP- ME'NT DEPARTMENT RELATING TO A HOUSING REPAIR AND IMITITENANCE TRAINING PROJECT AND AUTHOR- IZING THE CITY PuANAGER TO E,C=TE SAID AGREE- I,.ENT AND MODIFICATIONS THERETO ON BEHALF OF THE CITY OF ANAHEIM AND TO AUTHORIZE THE DISBURSEI•'IENT OF FUNDS PERTAINING THERETO. WHEREAS, the Comprehensive Employment and Training Act of 1973 (CETA), Public Law 93-203, was enacted to provide job training and employment opportunities for economically dis- advantaged, unemployed or underemployed persons, and to assure that training and other services lead to maximum erployment opportunities and enhance self-sufficiency; and 14HEREAS, the United States Department of Labor has provided financial assistance in the Special Grant to Governors to carry out special model programs and related services; and WHEREAS, the Governor of the State of California has delegated authority with respect to the Special Grant to the Employment Development Department; and WHEREAS, the City of Anaheim, as Subgrantee, has been selected to receive funds under this program; and :•;'IIEREAS, the Employment Development Department is authorized to act as fiscal agent for said funds; and WHEREAS, the City of Anaheim and the North Orange County Comsnunity College District are conducting a Housing Repair and Maintenance Training Project to provide training, and work experience in housing repair and maintenance for qualified residents; and WHEREAS, the City Council finds that it would be for the benefit and in the best interests of the City to approve the proposed CETA Subgrant AgreerrLent between the Citv of Anaheim and the California Employment and Training Advisory Office, Employment Development Department, and that the same should be approved. WHEREAS, the Citv Council of the City of Anaheir; desires to authorize the City ?tanager of the City of Anaheim to execute said Agreement and Modifications thereto on behalf of the City of Anaheim and to authorize the expenditure of grant funds in connection therewith. NOW, THEREFORE, BE IT RESOLVED by the Citv Council of the City of Anaheim that said CETA Subgrant Agreement this day submitted to -the City Council to be glade and entered into between the Citv of Anaheim and the California Employment and mraining Advisory Office, Employment Development Department relating to the funding of the Housing Repair and Isaintenance Training Project be, and the same is heresy, approved. -1- BE IT FURTHER RESOLVED that the City Manager of the City of Anaheim be, and he is hereby, authorized to execute said Agreement and Modifications thereto for and on behalf of the City of Anaheim and to authorize the expenditure of grant funds in connection therewith.
