A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM URGING THE DEPARTMENT OF MOTOR
VEHICLES OF THE STATE OF CALIFORNIA TO ENFORCE
STRICTLY THE PROVISIONS OF THE CALIFORNIA
VEHICLE CODE, SECTION 12805(f) AND TO REFUSE
A DRIVER'S LICENSE TO ANY PERSON WHO CANNOT
UNDERSTAND SIMPLE ENGLISH USED IN HIGHWAY,
TRAFFIC, AND DIRECTIONAL SIGNS.
WHEREAS, it has come to the attention of the City
Council of the City of Anaheim that many individuals possess
driver's licenses in the State of California who are unable
to read and understand the English used in highway, traffic,
and directional signs; and
WHEREAS, traffic engineering reports on accidents
have indicated that the cause of these accidents was the
inability of one or more drivers to understand highway, traffic,
and directional signs in English; and
WHEREAS, this inability to read the highway signs
causes grievous mental and physical suffering to the citizens
of the City of Anaheim; and
WHEREAS, the City Council of the City of Anaheim does
hereby urge all the cities of the County of Orange, State of
California to prepare and draft resolutions urging the Department
of Motor Vehicles to strictly enforce the provisions of
California Vehicle Code, Section 12805(f) requiring that the
Department refuse a driver's license to any person who is unable
to read the simple English used in highway, traffic, and
directional signs.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Anaheim that it does urge and request the Department
of Motor Vehicles of the State of California to strictly enforce
the provisions of the California Vehicle Code, Section 12805(f)
and refuse a driver's license to any person who is unable to
read the simple English used in highway, traffic, and directional
signs.
BE IT FURTHER RESOLVED that the City Clerk be authorized
and directed to send copies of this Resolution to all Orange County
Assemblymen and Senators and to all cities of the County of Orange,
State of California.
THE FOREGOING RESOLUTION is approved and signed by me
