A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM URGING THE ENACTMENT OF LEGISLATION
THAT WOULD REQUIRE PROOF OF FINANCIAL RESPON-
SIBILITY PRIOR TO THE ISSUANCE OF A DRIVER'S
LICENSE.
WHEREAS, the existing law of the State of California
does not require prior to the issuance of a driver's license
that a person be financially responsible for any injury or
accident he might cause; and
WHEREAS, thousands of cases have been reported and
documented of individuals causing accidents and having no
ability to pay for the damage, pain, and suffering that they
have inflicted upon others; and
WHEREAS, this inability to pay and the fiscal
irresponsibility of these individuals has caused the citizens
of the State of California grievous mental and physical
suffering; and
WHEREAS, a need exists to enact legislation that
would require prior to receipt of a driver's license that a
person have either insurance, bond, or some other form of
acceptable surety to guarantee that an individual can finan-
cially respond to any damage he might cause; and
WHEREAS, the City Council of the City of Anaheim is
deeply concerned with this problem which has affected many
residents of the City; and
WHEREAS, the City Council does urge all of the Orange
County Assemblymen and Senators to sponsor such legislation.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Anaheim that it does urge all of the Orange County
Assemblymen and Senators to jointly sponsor legislation that
would require proof of financial responsibility in the form of
insurance, bond, or other acceptable surety prior to the issuance
of a driver's license in the State of California.
BE IT FURTHER RESOLVED that the City Clerk is hereby
authorized and directed to forward a copy of this Resolution
to all Assemblymen and Senators from Orange County and to all
Orange County cities.
THE FOREGOING RESOLUTION is approved and signed by me
