1977-124RESOLUTION NO. 77n_124 A RESOLUTION OF THE CITY COUNCIL OF TEL CITY OF ANAHEIM REQUESTING ALL ANAHEIM WATER CON- SUMERS TO CUT THEIR WATER USE BY AT LEAST TEN PERCENT (10%). WHEREAS, more information regarding the seriousness of the drought in northern and. central California has become available since the Anaheim City Council adopted Resolution No. 77R-37 at its meeting on February 15, 1977, which requested Anaheim citizens to exercise the greatest care in the use of water; and WHEREAS, some northern and central California communities have had to impose rationing on domestic and municipal water use and agricultural users in the Sacramento and San Joaquin Valleys will be reauired to take even larger cutbacks than originally announced; and WHEREAS, The Metropolitan Water District of Southern California, Anaheim's wholesale water supplier, has agreed to make available to the State for drought-stricken areas in northern and central California approximately 320,000 acre-feet, with the under- standing that it may become feasible to increase such exchange by some additional amount; and WHEREAS, within Hetropolitan's service area, it will be necessary to draw very substantially on water stored in surface res- ervoirs and in the underground basins; and. WHEREAS, if 1978 is also a drought year, the depletion of carryover water in surface and underground storage may cause signi- ficant shortage conditions in Metropolitan's service area even with the full supply of water made available through the Colorado River Aqueduct; and WHEREAS, iletropolitan must rely solely upon the Colorado River Aqueduct to carry out its exchange with northern and central California, thereby increasing the risk of disruption of southern California's water supply in the event of earthquake or other dam- age to the aqueduct; and WHEREAS, the severe Lrought in northern and central Cali- fornia will cause the loss of many jobs and other economic disloca- tions throughout the state and it is imperative that any antidrought measures taken within Uetropolitan's service area be designed so as to preserve every possible job and help maintain a healthy economy; and WHEREAS, the Board of Directors of The Metropolitan Water District of Southern California on February 17, 1977, reauested that all southern Californians cut their water use by at least ten per- cent (10%) to provide water for northern and central Californias and to protect southern California's water supply for 1977 and, if the drought continues, for 1978; and WHEREAS, Metropolitan has requested that all its 27 member agencies immediately initiate a drought emergency study to determine their capability to conserve water including reduced projections of use for 1977, existing storage, review of alternative sources of water, and plans to implement conservation reasures and to furnish a preliminary report to Metropolitan by February 27, 1977. NOW, THEREFORE, BL IT RESOLVED that the Anaheim City Council together with the Anaheim Public Utilities Board requests all Anaheim water consumers to cut their water use by at least ten percent (10%) to provide for water for northern and central Califor- nians and to protect southern California's water supply for 1977 and, if the drought continues, for 1973.
