1976-753RESOLUTION NO. 76R- 753 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM CERTIFYING THE FINAL SUBSEQUENT ENVIRONMENTAL I14PACT REPORT FOR THE SECOND AMENDMENT TO THE REDEVELOPMENT PLAN FOR REDE- VELOPMENT PROJECT ALPHA AND DETERMINING THAT THE AMENDMENT WILL NOT HAVE A SIGNIFICANT EFFECT OR SUBSTANTIAL ADVERSE IMPACT ON THE ENVIRONMENT. WHEREAS, a Draft Subsequent Environmental Impact Report for the proposed Second Amendment to the Redevelopment Plan for Redemelopment Project Alpha has heretofore been prepared and cir- culated for comment pursuant to the California Environmental Quality Act of 1970 (CEQA), and State and local regulations and guidelines adopted pursuant thereto; and WHEREAS, a duly noticed joint public hearing was held on said Report by the City Council, the Anaheim Redevelopment Agency and the Community Redevelopment Commission of the City of Anaheim, on November 23, 1976, in conjunction with the joint public hearing on the proposed Second Amendment to the Redevelopment Plan for the Project, at which time all persons were given an opportunity to be heard; and WHEREAS, the Anaheim Redevelopment Agency and the Commun- ity Redevelopment Commission on November 23, 1976, certified that the Final Subsequent Environmental Impact Report for said Amendment was prepared and completed in compliance with said Act and State Guidelines and Agency Procedures of implementation of said Act; and WHEREAS, the Anaheim Redevelopment Agency and the Commun- ity Redevelopment Commission further certified on November 23, 1976, that the information contained in the Final Subsequent Environmental Impact Report for said Amendment had been reviewed and considered by the Agency Board and the Commission members respectively; and WHEREAS, the Anaheim Redevelopment Agency and the Commun- ity Redevelopment Commission on November 23, 1976, found and deter- mined that said Amendment would not have a significant adverse effect or substantial adverse impact on the environment; and WHEREAS, a Final Subsequent Environmental Impact Report for the Amendment has been prepared pursuant to said statutes, regulations and guidelines. NOW, THEREFORE, BE IT RESOLVED AND CERTIFIED by the City Council of the City of Anaheim, as follows: 1. The Council hereby certifies that the Final Subsequent Environmental Impact Report for the proposed Second Amendment to the'Redevelopment Plan for Redevelopment Project Alpha has been prepared and completed in compliance with said Act and said State and local regulations and guidelines adopted pursuant thereto. 2. The Council hereby further certifies that the information contained in the Final Subsequent Environmental Impact Report for said Amendment has been reviewed and considered by the members of the Council. -1- 3. The Council hereby further finds and determines as follows with respect to the adverse environmental effects detailed in the Final Subsequent Environmental Impact Report: (a) That the adverse environmental effects of the Amendment set forth in the Environmental Report have been considered and recognized by the Council. (b) That based upon the information contained in the Final Subsequent Environmental Impact Report, most of said adverse environmental effects are either of short-term duration or can be ade- quately mitigated as shown in the Report. (c) That as to those adverse environmental effects of the Amendment which cannot be completely mitigated, the public health, safety and gen- eral welfare would best be served by the adop- tion of the Amendment because of the overriding economic and social values of the Amendment set forth in detail in the Report to the City Coun- cil prepared by the Community Redevelopment Commission on the Amendment, which Report accom- panied the submission to the Council of the proposed Second Amendment including, but not limited to, pages 2 to 26, inclusive, of said Report, which contain the Reasons for Amendment of the Redevelopment Plan and the Physical, Social and Economic Conditions existing in the affected part of the Project area. 4. The Council hereby finds and determines that said Amend- ment will not have a substantial adverse impact on the environment.
