A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM (A) CERTIFYING THAT IT HAS REVIEWED
AND CONSIDERED A FINAL ENVIRONMENTAL IMPACT
REPORT, (3) MAKING CERTAIN FINDINGS IN CONNEC-
TION THEREWITH, (C) ADOPTING A STATEMENT OF
OVERRIDING CONSIDERATIONS, AND (D) APPROVING
THE PROJECT FOR THE ANAHEIM CONVENTION CENTER
EXPANSION, BETTERMENT II.
WHEREAS, the Community Center Authority, a joint
powers agency organized and existing pursuant to a Joint
Exercise of Powers Agreement by and between the City of
Anaheim and the Anaheim Union High School District, has
heretofore undertaken studies and certain preliminary
activities relating to a proposed addition to the Anaheim
Convention Center commonly referred to as Anaheim Convention
Center Expansion, Betterment II (hereinafter "Project and
WHEREAS, the Community Center Authority is the
lead agency for the preparation and consideration of environ-
mental documents for said Project as defined in the Califor-
nia Environmental Quality Act of 1970 (hereinafter "CEQA
and the State of California Guidelines for the Implementation
of the California Environmental Quality Act (hereinafter
"State Guidelines and
WHEREAS, the Community Center Authority has
prepared a draft environmental impact report (hereinafter
"EIR and has consulted with other public agencies, and the
general public and given them an opportunity to comment on
said Draft EIR as required by the provisions of CEQA and the
State Guidelines; and
WHEREAS, on April 2, 1979, a duly noticed public
hearing was held by the Community Center Authority on the
Draft EIR to provide an opportunity for the general public
to comment on and respond to the Draft EIR; and
WHEREAS, the Community Center Authority has eval-
uated the comments received from public agencies and persons
who reviewed the Draft EIR; and
WHEREAS, said comments and recommendations received
on the Draft EIR, either verbation or in summary, a list of
persons, organizations and public agencies commenting on the
Draft EIR, and the responses of the Community Center Authority
to significant environmental points raised in the review and
consultation process have been attached to and made a part of
said Draft EIR to form the Final EIR for said Project as
required by Section 15146 of the State Guidelines.

WHEREAS, a Final EIR has heretofore been certified
by the Community Center Authority by its Resolution No.
CCA -106 and presented to the City Council for review and
consideration prior to the final approval of, and commitment
to, said Project.
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Anaheim as follows:
1. That the City Council does hereby certify that the
City Council has reviewed and considered the information
contained in the Final EIR prior to approval of said Project.
2. That the City Council does hereby find that said
Final EIR identifies certain significant environmental effects
of the Project, together with measures which will be incor-
porated into said project to mitigate or avoid said effects as
more particularly set forth in Paragraphs 2 and 3 of Community
Center Authority Resolution No. CCA -106, which findings and
mitigation measures are hereby adopted by this reference as
if set forth in full herein.
3. That the City Council does hereby find that specific
economic, social or other overriding considerations make
infeasible other further mitigation measures or project
alternatives for the reasons set forth in Paragraphs 4 and 5
of Community Center Authority Resolution No. CCA -106, which
reasons are hereby adopted by this reference as if set forth
in full herein.
4. That the City Council does hereby approve said
Project.
THE FOREGOING RESOLUTION is approved and adopted by
the City Council of the City of Anaheim this 10th day of
April 1979.
