1979-126RESOLUTION NO. 79R- 126 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM FINDING AND DETERMINING THAT THE EXTENSION OF SERRANO AVENUE SOUTHERLY FROM ITS PRESENT TERMINUS IS A NECESSARY AND VITAL ROADWAY LINK IN THE OVERALL CIRCULATION SYSTEM SERVING NORTHEAST ORANGE COUNTY; AND RECOMMENDING TO THE ORANGE COUNTY BOARD OF SUPERVISORS THAT SERRANO AVENUE BE RETAINED AS A PROPOSED SECONDARY ARTERIAL HIGHWAY ON THE COUNTY MASTER PLAN OF ARTERIAL HIGHWAYS. WHEREAS, on February 6, 1979, the Northeast Orange County Circulation Study (hereinafter "NEOCCS Final Report was presented to the City Council by the County Environmental Management Agency staff and the NEOCCS consultant; and WHEREAS, five significant changes to the current Master Plan of Arterial Highways (MPAH) were identified in NEOCCS as directly affecting the City of Anaheim: 1) the deletion of Lakeview Avenue between Nohl Ranch Road and Santa Ana Canyon Road; 2) the addition of an overpass of the Riverside (91) Freeway via Kellogg Drive; 3) the addition of an overpass /interchange at Fairmont Boulevard and the River- side Freeway; 4) the addition of Weir Canyon Road as an Eastern "Transportation Corridor" from the Riverside Freeway to Irvine; and 5) the deletion of Serrano Avenue south of its present terminus; and WHEREAS, the City of Anaheim planning and engineering staffs, the Technical Advisory Committee of NEOCCS, and the NEOCCS Steering Committee were in general agreement concerning all but one of the aforesaid changes to the MPAH, to wit: the deletion of the southerly extension of Serrano Avenue; and WHEREAS, during the two -year course. of NEOCCS, the extension of Serrano Avenue was determined to be a necessary and vital roadway link in the overall circulation system serving Northeast Orange County and the extension of Serrano Avenue as an arterial highway provides a needed north /south connection between residential communities in the Cities of Anaheim and Orange; and WHEREAS, the construction of Serrano Avenue as anything less than a secondary arterial highway would be inadequate in meeting projected traffic and circulation needs in the area, and residential frontages along the reduced road- way could be severely impacted with traffic noise and congestion; and -1- WHEREAS, the construction of Serrano Avenue to arterial highway standards would result in restricted access thereby increasing capacity and improving traffic flow and preserving the integrity of residential neighborhoods adjacent to the roadway; and WHEREAS, Serrano Avenue as it presently exists in the Cities of Anaheim and Orange is constructed as a secondary arterial highway; and WHEREAS, the need to maintain Serrano Avenue as a proposed secondary arterial highway on the County MPAH is imperative if future traffic and circulation demands in the area are to be met; and WHEREAS, the NEOCCS Final Report, contrary to the findings of the planning and engineering staffs of the Cities of Anaheim and Orange, the NEOCCS Technical Advisory Committee, and responsible members of the NEOCCS Steering Committee, will recommend deletion of the Serrano Avenue extension from the MPAH. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim that the City Council hereby finds and determines that the extension of Serrano Avenue southerly from its present terminus is a necessary and vital roadway link in the overall circulation system serving northeast Orange County. BE IT FURTHER RESOLVED that the City Council recommends to the Orange County Board of Supervisors that Serrano Avenue be retained as a proposed secondary arterial highway on the Orange County Master Plan of Arterial Highways (MPAH). BE IT FURTHER RESOLVED that certified copies of this resolution be forwarded to the Board of Supervisors of Orange County and the City Council of the City of Orange by the City Clerk.
