A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM EXPRESSING ITS SUPPORT OF SB 894
RELATING TO EXTENSIONS OF TIME FOR THE ADOPTION
OF MANDATORY ELEMENTS OF THE GENERAL PLAN.
WHEREAS, existing state law requires all cities
and counties to adopt general plans for conservation and
development of the territory within such city or county; and
WHEREAS, existing state law also prescribes
various specified elements to be included within each general
plan and further permits the Director of Planning and
Research, in cases of extreme hardship, to extend the date
for adopting the mandatory elements of a general plan for a
reasonable period of time; and
WHEREAS, State Senator Ruben Ayala has introduced
Senate Bill No. 894 in the State Legislature which would
require the Director of Planning and Research to grant a
reasonable extension of time, not to exceed one year, from
the date of application, for the adoption of one or more
required general plan elements if the legislative body of
the city or county makes certain specified findings; and
WHEREAS, said SB 894, if adopted, would have the
effect of properly returning "home rule" to this area of the
law.
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Anaheim that it hereby expresses its support
of Senate Bill No. 894 and urges its adoption by the State
Legislature.
BE IT FURTHER RESOLVED that the City Clerk forward
a copy of this resolution to State Senator Ruben Ayala and
each member of the Local Government Committee of the State
Assembly.
THE FOREGOING RESOLUTION is approved and adopted
by the City Council of the City of Anaheim this 7th day of
August, 1979.
