90-064 RESOLUTION NO. 90R- 64 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIN TO SUPPORT DESIGNATION OF THE WASTE MANAGEMENT GeMMISSION AS THE COUNTYWIDE TASK FORCE UNDER AB 939, THE CALIFORNIA INTEGRATED WASTE NANAGENENT AGT OF 1989 WHEREAS, the Galifornia Integrated Waste Management Act of 1989, AB 939, makes a number of changes in solid waste management planning at the city and county level; and WHEREAS, AB 939 requires preparation of a Countywide Integrated Waste Management Plan (CIWMP), tnco~porating many provisions and procedures of the traditional COSWNP; end WHEREAS, AB 939, Part II, Chapter 2, requires each county to convene a countywide task force to assist in the development of the CIWMP, individual city and county Source Reduction Recycling Elements, and Countywide Siting Element; and WHEREAS, the countywide task force is charged with several tasks to ensure a coordinated and cost-effective regional integrated waste management program; and WHEREAS, membership of the task force is to be detez~uined by the Board of Supervisors and a majority of the cities having a majority of the population, and may include representatives of the solid waste industry, environmental organizations, general public, special districts, and affected governmental agencies; end WHEREAS, the existing Orange County Waste Management Commission serves in an advisory capacity on matters dealing with transfer stations, landfill sites, resource recovery sites, fees and charges, system financing, and the County Solid Waste Management Plan; and WHEREAS, membership on the Waste Management Commission is comprised of county and city elected and appointed officials, waste industry representatives, general public, and affected organizations; and WHEREAS, several objectives would be accomplished by having the Waste Management Commission serve as the countywide task force as specified by AB 939 including: ensure continued representation by cities on countywide solid waste matters; prevent proliferation and fragmentation of committees dealing with waste management issues; facilitate consistency among the plans and elements developed by cities end the County in response to AB 939; and, aid in efforts to integrate countywide waste management planning in Orange County. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ANAHEIm, that the City of Anaheim supports desisnation of the Waste Management Con~ission as the countywide task force required by AB 939, the California Inte§=ated Waste ManaEement Act of 1989.
