A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM AUTHORIZING THE EXECUTIVE DIRECTOR
OF THE COMMUNITY DEVELOPMENT DEPARTMENT TO
CERTIFY ACCEPTANCE OR REJECTION OF APPRAISALS
OF PROPERTY PURCHASED WITH COMMUNITY DEVELOP-
MENT BLOCK GRANT FUNDS.
WHEREAS, the City of Anaheim receives Community
Development Block Grant Funds from the Department of
Housing and Urban Development of the United States; and
WHEREAS, City may from time to time acquire real
property or interests therein with such funds; and
WHEREAS, the Department of Housing and Urban
Development requires the City Council or an authorized
official acting on the City's behalf to either accept or
disagree with the review appraiser's report; and
WHEREAS, it is desirable to delegate the authority
to accept or disagree with the review appraiser's
determination.
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Anaheim that the Executive Director of the
Community Development Department is hereby authorized to
either:
a. Accept the review appraiser's report, in which
event the Executive Director shall make a certi-
fication to the Department of Housing and Urban
Development which:
1. Establishes just compensation (fair market
value) for each property
2. Identifies each property by name of owner,
parcel number or other identification
3. Delineates the property and the interest
to be acquired therein
4. Certifies that the work of the appraiser
and the review appraiser with respect to
each property has been performed in a
competent manner in accordance with appli-
cable State law, the Housing and Community
Development Act, and the policies and
requirements of the Department of Housing
and Urban Development, or

BE IT FURTHER RESOLVED that the authority granted
under this resolution is limited to those property acquisi-
tions being made with Community Development Block Grant Funds.
THE FOREGOING RESOLUTION is approved and adopted by
the City Council of the City of Anaheim this 5th day of June,
1979.

b. Upon disagreement with the review appraiser's
determination of fair market value, to submit
to the Department of Housing and Urban
Development for determination of the acquisition
price, all appraisal reports on such property,
the report of the review appraiser, and a state-
ment of the Director's determination (on behalf
of the City of Anaheim) of fair market value
proposed by the City and its justification
therefor.
