1979-461RESOLUTION NO. 79R 461 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM SUPPORTING HR 4975 AND THE CONCEPT OF THE PROPOSED ORANGE COAST NATIONAL URBAN PARK. WHEREAS, the area proposed for the Orange Coast National Urban Park comprises the greatest expanse of coastal open space on the Southern California coast; and WHEREAS, the area contains valuable archeological, paleontological and historic resources unique to Southern California; and WHEREAS, the area has been determined to be of national, state and local recreational significance; and WHEREAS, the Southeast Orange County Circulation Study (SEOCS) identified the need for a San Joaquin Hills Transportation Corridor that would, among other things, serve to provide access to the proposed park area; and WHEREAS, the Orange County. Board of Supervisors amended the Master Plan of Arterial Highways in August, 1976, incorporating a conceptually proposed alignment for the San Joaquin Hills Transportation Corridor; and WHEREAS, Congressmen Jerry Patterson and Robert Badham have heretofore introduced HR 4975 in Congress which would create the Orange Coast National Urban Park. NOW, THEREFORE, BE IT RESOLVED that the City of Anaheim endorses HR 4975 and the concept of establishing an Orange Coast National Urban Park. BE IT FURTHER RESOLVED that the City of Anaheim also recognizes the necessity of the circulation improvements identified by the Southeast Orange County Circulation Study and planned by the Orange County Board of Supervisors because such improvements would enhance access to the proposed park and prevent circulation problems on the park periphery. BE IT FURTHER RESOLVED that the City of Anaheim recognizes that the City of Laguna Beach has proceeded to plan and implement open space, recreation and residential uses in its Sycamore Hills area, which is consistent with the General Plan of the County of Orange, and should be free to continue its program which will provide an early 1980 -81 cornerstone to the proposed Orange Coast National Urban Park.
