1968-023RESOLUTION NO. 68R-23 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AINTAIIEIM ENDORSING AND CONCURRING IN THE POSITION OF THE METROPOLITAN WATER DISTRICT OF SOUTHERN CALIFORNIA RELATING TO ADDITIONAL SHORT-TERM FINANCING FOR THE STATE WATER PROJECT. WHEREAS, the report of the Governor's Water Resources Task Force issued in May 1967, and the response thereto issued in September 1967 by the Department of Water Resources, confirmed that insufficient money is available to finance construction of the initial facilities of the State Water Project as originally scheduled by the Department; and WHEREAS, subsecluently, at separate hearings conducted by the Department and the California Water Commission and by the Senate Subcommittee on Water Resources of the Senate General Research Committee and the Assembly Committee on Water, recom- mended that additional State tideland oil and gas revenues, originally committed to the water program but sharply curtailed in recent years, be rededicated to assure completion on schedule of initial facilities of the State Water Project; and WHEREAS, State tideland oil and gas revenues committed to the State Water Project for its reimbursable costs will be repaid in full with interest by the State water service con- tractors; and WHEREAS, Governor Reagan has recently announced that his administration will submit two bills to the Legislature at its 1968 Regular Session which if enacted would provide the necessary additional short-term financing to the extent of $64 million from State tideland oil and gas revenues through fiscal year 1972-73 to enable the essential features of the project to be completed on schedule, and WHEREAS, Senator Gordon, Cologne, Chairman of the Senate Committee on Water Resources, ana Assemblyman Carley V. Porter, Chairman of the Assembly Committee on Water, nave pledged their support ih o.tainiii tn. d:nc(Jval of such legislation; and WHEREAS, The Metropolitan Water District did endorse and recommend approval of such proposed legislation; and WHEREAS, the City of Anaheim wishes to endorse and concur in the position of The Metropolitan Water District and endorse and recommend approval of such proposed legislation, and commends the Governor and his administration, Senator Cologne and Assemblyman Porter for their successful endeavors to devise and agree on a program which could be presented for legislative approval. NOW, THEREFORE, EE IT RESOLVED, by the City Council of the City of Anaheim that the City strongly endorses the position of The Metropolitan Water District and the program recommended by the Governor for additional short-term financing for the State Water Project and urges the enactment of the necessary legisla- tion as early as possible at the 1963 Regular Session of the California Legislature. -1- BE IT FURTHER RESOLVED, that the City Clerk is hereby directed to forthwith transmit copies of this resolution to Governor Reagan, Administrator of the Resources Agency Livermore, Director of Water Resources Gianelli, and to all members of the California Legislature.
