92-044 RESOLUTION NO. 92R-44 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM APPROVING AN AMENDMENT TO THE ANAHEIM GENERAL PLAN DESIGNATED AS AMENDMENT NO. 317, PORTIONS 1 AND 2, (LAND USE, CIRCULATION AND ENVIRONMENTAL RESOURCE AND MANAGEMENT ELEMENTS, AND TRAILS ELEMENT MAP). WHEREAS, the City of Anaheim, pursuant to the recommendations of the Planning Commission of the City of Anaheim, adopted a General Plan for the City of Anaheim; and WHEREAS, on the 27th day of December, 1991, the City Planning Commission of the City of Anaheim did hold a public hearing, continued to January 21, 1992 and January 27, 1992, to consider a General Plan Amendment. The General Plan Amendment does consider amending the Land Use Element, Circulation Element, Environmental Resource and Management Element, and Trails Element Map for the area of land described as the 1,546.5-acre Coal Canyon property (the "Subject Property"), including the northerly 663-acre Cypress Canyon project area ("Portion 1") and the southerly 883.5- acre Tecate Cypress preserve area (Portion 2), which area of land is unincorporated land located within the County of Orange in the City of Anaheim's sphere-of-influence, and generally bordered on the north by the Riverside Freeway (SR-91) and Coal Canyon Road interchange, on the west by the Gypsum Canyon property (Mountain Park development) recently approved by the Local Agency Formation Commission (LAFCO) for annexation to the City of Anaheim, on the south by unincorporated property within the County of Orange in the city of Orange's sphere-of-influence, and on the east by unincorporated property within the City of Anaheim's sphere-of- influence and by the Cleveland National Forest; and WHEREAS, on January 27, 1992, the City Planning Commission did duly adopt its Resolution No. PC92-6 containing a report of its findings, a summary of the evidence presented at said hearing, and recommending that said Amendment to the General Plan designated as Amendment No. 317 be adopted by the City Council amending the Land Use Element, Circulation Element, Environmental Resource and Management Element, and Trails Element Map for the aforedescribed areas in accordance with Exhibit "A," Figures 3,5 and 7, respectively, facsimiles of which are attached hereto; and WHEREAS, upon receipt of said Resolution, summary of evidence, report of findings and recommendations of the city Planning Commission, the City Council did fix the 3rd day of March, 1992, as the time, and the City Council Chamber in the Civic Center as the place for a public hearing on said proposed Amendment No. 317 and did give notice thereof in the manner and as provided by law; and AMEND #317 WHEREAS, the City Council did duly hold and conduct such public hearing and did give all persons interested therein an opportunity to be heard, and did receive evidence and reports and did consider the recommendations of the City Planning Commission; and WHEREAS, the City Council does concur with the findings of the Planning Commission for General Plan No. 317, Portions 1 and 2, set forth in Resolution No. PC92-6 and in Attachment C to the March 3, 1992 Staff Report to City Council (pages 21 and 22), copies of which are attached hereto and incorporated by this reference. WHEREAS, the City Council does find and determine that Amendment No. 317 amending the Land Use Element, circulation Elements, Environmental Resource and Management Element (including the Trails Element Map) in the aforedescribed areas in accordance with the respective Exhibits "A," facsimiles of which are attached hereto and the originals of which are on file with the City, should be approved. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim that the General Plan for the Subject Property, including Portion 1 (the northerly 663-acre Cypress Canyon project area) and Portion 2 (the southerly 883.5-acre Tecate Cypress preserve area), is hereby amended as follows: 1. Amendments to the existing Land Use Map (a) Portion l: (1) To establish revised boundaries and acreages for Hillside Low and Hillside Low-Medium Density Residential, school, park and open space land use designations; (2) To delete the Hillside Estate Density Residential land use designation; (3) To add the Medium Density Residential designation; (4) To increase residential densities to allow for a maximum of 1,550 dwelling units; (5) To decrease General Commercial acreage from 10 to 8 acres; (6) To delete the Commercial Recreation designation; (7) To modify the location of the fire station site; and, (8) To establish a site for an electrical sub- station. (b) Portion 2: To delete the Hillside Estate Density Residential, school and park designations and redesignate said areas for open space land uses. - 2 - AMEND #317 2. Amendments to the existing Circulation Map (a) Portion 1: (1) To establish revised alignments and road classifications for Coal Canyon Road, Oak Canyon Drive (Street "D") and Santa Ana Canyon Road; and, (2) To add new collector roadways. (b) Portion 2: To delete the Coal Canyon Road designation. 3. Amendments to the Environmental Resource and Management Element and Trails Element Map. (a) Portion 1: To establish revised locations and boundaries for the neighborhood park, open space, and bikeway and riding and hiking trails. (b) Portion 2: To delete a neighborhood park designation and establish revised boundaries for open space and for locations for trails. BE IT FURTHER RESOLVED by the City Council of the City of Anaheim that Amendment No. 317 to the General Plan amending the Land Use Element, Circulation Element, Environmental Resource and Management Element (including the Trails Element Map) for the aforedescribed area in accordance with Figure 3 of Exhibit "A" for the Land Use Element, Figure 5 of Exhibit "A" for the Circulation Element, Figures 3 and 7 of Exhibit "A" for the Environmental Resource and Management Element and the Trails Element Map, facsimiles of which are attached hereto and incorporated by this reference and the originals of which are on file with the City of Anaheim, be, and the same is hereby, approved. BE IT FURTHER RESOLVED that the Planning Department be, and it is hereby, instructed to amend the General Plan Map to conform to General Plan Amendment No. 317 as herein adopted and approved.
