A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM REJECTING ALL BIDS FOR THE HARBOR
BOULEVARD STREET, WATER AND SEWER IMPROVEMENT
IN THE CITY OF ANAHEIM.
WHEREAS, the City Council of the City of Anaheim did
cause to be published in a newspaper of general circulation,
published and circulated in the City of ansheim, to wit: the
Anaheim Bulletin, on the 23rd and 30th days of May, 1985, a notice
inviting sealed proposals for furnishing the following:
All plant, labor, services, materials and equipment, and
all utilities and transportation, including power, fuel
and water, and performing all work necessary to
construct and complete in a good and workmanlike manner,
in strict accordance with the specifications, plans and
drawings therefor on file in the Office of the City
Engineer or City Clerk of the City of Anaheim, the
following public improvement, to wit:
Harbor Boulevard street, water and sewer improvement,
Broadway to Ball Road in the City of Anaheim, consisting
of clearing and grubbing; excavation; construction of
asphalt concrete pavement; construction of base
material; heater remix; rejuvenating agent; pavement
reinforcing fabric; asphalt binder; adjustment of
manholes, water valve boxes, cleanout, pullboxes and
survey monument to grade; construction of PCC sidewalk,
cross gutter, aprons, access ramps, curb and gutter;
asphalt concrete profiling; asphalt concrete planing;
traffic striping and legends; pavement markers;
interconnect conduit and pedestals; traffic signals;
construction of sewer main and facilities; construction
of DIP water main; tie-in of existing 18", 10", 8", 6"
and 4" mains; installation of butterfly and gate valves;
construct fire hydrant assembled; remove and salvage
existing fire hydrants; construct water services;
concrete sewer encasement; abandon valves; plug existing
water main; and all appurtenant work as shown on the
plans and delineated in the specifications on file in
the office of the City Engineer, Account Nos.
12-793-6325-E3760, 11-790-6325-E0580 and
52-606-6329-02246 - Federal Aid Urban Funded Project No.
M-M005(4) - Fiscal Year 1984-85,
in accordance with the design, plans, profiles and specifictions
of said public improvement on file in the Office of the City Clerk
of the City of Anaheim; and
WHEREAS, only two bids were received, the lowest
exceeding the City Engineer estimate, and which were not
representative nor reflective of a competitive bidding process for
the size and type of project; and
WHEREAS, the street portion of the project is being
financed by Federal Aid Urban funds administered by Caltrans which
guidelines consider a minimum of five bids as being competitive;
and
WHEREAS, the City Engineer has recommended that the City
Council reject the above mentioned bids and readvertise at a later
date.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Anaheim that the bids received for the Harbor Boulevard
street, water and sewer improvement be, and they are hereby,
rejected.
THE FOREGOING RESOLUTION is approved and adopted by the
City Council of the City of Anaheim this 25th day of June, 1985.
