RESOLUTION NO. 82R-66 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM ORDERING THE CLOSURE OF PATT STREET TO VEHICULAR TRAFFIC PURSUANt TO SECTION 21101 OF THE VEHICLE CODE OF THE S~ATE OF CALIFORNIA. .~ WHEREAS, the City Council of the City of Anaheim has heretofore received a request from residents of the City of Anaheim residing on property along Patt Street requesting that said street be closed to through vehicular traffic for reasons of public health, welfare and safety; and WHEREAS, SectiQn 21101(a} of the Vehicle Code of the State of California authorizes the closure of any highway by action of the legislative body having jurisdiction over said highway when, in the opinion of said legislative body, the highway is no longer needed for vehicular traffic; and WHEREAS, the City Council of the City of Anaheim has here- tofore conducted a duly noticed pUblic hearing and received evidence, both oral and written, relating to the proposed closure of Patt Street to through vehicular traffic. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim as follows: 1. That the City Council does hereby find and determine: a. That Patt Street is no longer needed as a conveyor of through traffic, rather such street is needed as a collector of resi- dential and residentially related traffic within the local community, and the carriage of substantial through traffic is inconsistent with and inimical to that use in that such traffic detracts from the peace, safety, general welfare, and livability of the residential environ- ment of said community; b. That if Patt Street is not closed to. through traffic, a substantial and increasing volume of such traffic may be expected to use Patt Street solely as a through street. Such volume of through traffic is inimical to the residential environment of the community; and c. That such closure of Patt Street would be a proper ex- ercise of the police power pursuant to Section 2110l(a} of the Vehicle Code of the State of California. .J~ 2. That the City Council does heieby order the closure of Patt Street to through traffic at a point approximately 720 feet north of La Palma Avenue by the installation of a cul-de-sac at such point.
