A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM FINDING AND DETERMINING THAT PUBLIC
CONVENIENCE AND NECESSITY REQUIRE THE CONSTRUC-
TION AND COMPLETION OF A PUBLIC IMPROVEMENT, TO
WIT:
PATT STREET AREA STREET, WATER AND PARK IMPROVE-
MENTS, IN THE CITY OF ANAHEIM, ACCOUNT NOS.
25- 793 - 6325- E3490; 25- 806 - 7103 - 06060; AND 25-
806- 7103 - 06160, FY 1981 -82,
APPROVING THE DESIGNS, PLANS, PROFILES, DRAWINGS
AND SPECIFICATIONS FOR THE CONSTRUCTION THEREOF;
AUTHORIZING THE CONSTRUCTION OF SAID PUBLIC
IMPROVEMENT IN ACCORDANCE WITH SAID PLANS, SPECI-
FICATIONS, ETC.; AND AUTHORIZING AND DIRECTING
THE CITY CLERK TO PUBLISH A NOTICE INVITING
SEALED PROPOSALS FOR THE CONSTRUCTION THEREOF.
WHEREAS, public convenience and necessity require the
construction and completion of a public improvement in the City
of Anaheim, to wit:
Patt Street area street, water and park improvements, in
the City of Anaheim. The work to be done comprises street
improvements consisting of clearing and grubbing, excava-
tion, construction of A.C. pavement, P.C.C. curb and
gutter, alley and drive approaches, sidewalks, catch
basins and junction structures, and installation of 18"
R.C.P.; water improvements consisting of installation of
water services and fire hydrants; park improvements con-
sisting of site work and installation of play equipment
and picnic shelter involving concrete, masonry, electri-
cal work, carpentry and painting; and,all appurtenant
work as shown on the plans and delineated in the specifi-
cations on file in the office of the City Engineer,
Account Nos. 25- 793 - 6325- E3490; 25- 806 -7103- 06060; and
25- 806 - 7103 - 06160, FY 1981 -82.
AND WHEREAS, the City Council instructed
N Works Department to prepare detailed designs, plans,
profiles, drawings and specifications, and estimates of
quantities and costs and make necessary surveys for the construc-
tion of said public improvement; and

WHEREAS, said Public Wgrks Department has prepared
said detailed designs, plans, profiles, drawings and specifica-
tions for the construction of said public improvement and has
submitted the same to the City Council; and
WHEREAS, the City Council finds that said detailed
designs, plans, profiles, drawings and specifications for said
public improvement above mentioned, are in accordance with good
engineering practice and are adequate to serve the needs and
requirements of the City of Anaheim and the citizens and
residents in said area for the purposes for which they are
intended, and that they are adequate for the construction of
said public improvement and should be approved.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Anaheim that the detailed designs, plans, profiles,
drawings and specifications for said public improvement herein-
above mentioned and described be, and the same are hereby
approved and adopted as prepared by said Public Works
Department .
AND BE IT FURTHER RESOLVED that said public improvement
shall be constructed in accordance with said detailed designs,
plans, profiles, drawings and specifications as prepared by said
Public Works De artme t and hereby approved, and such
addenda or modifications thereto as may be approved prior to the
awarding of bids therefor.
BE IT FURTHER RESOLVED that the City Clerk of the City
of Anaheim be, and she is hereby authorized and directed to
publish a notice according to law, inviting sealed proposals for
the furnishing of all plant, labor, services, materials and
equipment, and all utilities and transportation, including power,
fuel and water, and performing all work necessary to construct
and complete, in a good and workmanlike manner, in strict
accordance with said detailed designs, plans, profiles, drawings
and specifications as prepared by said Public Works nPnartment-
the public improvements hereinabove
mentioned and described, and fixing the 8th day of July ,
19 82, at the hour of 2:00 o'clock P.M. as the date and hour for
the opening of said bids at the City Council Chamber in the City
Hall in the City of Anaheim, and that said notice shall be
published twice, the first of which publications shall be at
least ten (10) days prior to the date fixed for the opening of
bids, and that said publications shall be at least five (5) days
apart.
-� AND BE IT FURTHER RESOLVED that the successful bidder
or bidders shall be required to enter into a contract with the
City of Anaheim in the manner and form approved by the City
Attorney of the City of Anaheim for the construction, installa-
tion and completion of said public improvement hereinabove
mentioned and described, in accordance with the plans and

NOTICE IS HEREBY GIVEN that sealed proposals will be received
at the Office of the Anaheim City Clerk up to the hour of 2:00 o'clock P.M.
on the 8th day of July , 19 , and will be opened on said date
and hour, in public, in the City Hall Council Chambers, 200 South Anaheim
Boulevard, Anaheim, California, by the City Clerk and City Engineer, for
the following work:

and shall be tabulated by the City Engineer, and the result thereof
reported to the City Council at the second subsequent regular or adjourned
regular meeting for action thereon by said City Council.
It shall be mandatory upon the contractor to whom the contract
is awarded, and upon any subcontractor under him, to pay not less than the
prevailing rate of wages as established by the City Council as they apply
to the work to be performed hereunder. Said prevailing rates are avail-
able and on file in the Office of the City Clerk, City Engineer and
State Director of Industrial Relations,

Each bid shall be made out on a form to be obtained at the Office
of the Anaheim City Clerk or City Engineer, and shall be accompanied by a
certified or cashier's check or bid bond for ten (10) percent of the amount
of the bid, made payable to the City of Anaheim before 2:00 o'clock P.M.
on the 8th day of July , 19 82. Sealed proposals shall be
submitted in sealed envelopes and marked in the upper left -hand corner

Plans, specifications and general instructions may be obtained
from the City Engineer, City of Anaheim, at the City Hall, Anaheim, Cali-
fornia, for the sum of FIVE DOLLARS ($5.00) if picked up at said office
or the sum of SIX DOLLARS ($6.00) if forwarded by mail.
The successful bidder or bidders shall be required to enter into
a contract with the City of Anaheim in the manner and form approved by the
City Attorney of the City of Anaheim.
Prospective bidders are hereby notified that this project is
funded by the Community Development Block Grant Program as administered
by the Federal Department of Housing and Urban Development. The
Contractor shall satisfy all regulations and requirements of the Secretary
of Housing and Urban Development set forth in 24CFR135 (published in
Vol. 35 Federal Register 29220, October 23, 1973) issued pursuant to
Section 3 of the Housing and Urban Development Act of 1968, as amended,
12 U.S.C. 1701u.
The City C incil reserves the right t4- reject any and all bids or
to waive any informality to the extent permitted by law and reserves the
further right to make an award to the lowest responsible bidder found and
determined to serve the best interests of the City of Anaheim.
